## Summary

Linstone Housing is buying landscape maintenance services for its properties and shared landscaped areas in Linwood, Johnstone and Paisley, Renfrewshire. The work centres on litter picking, grass cutting, hedge care, leaf collection and maintenance of specified shrub beds, with moss clearance on designated hard-standing areas. The contract may also require tree maintenance, tree and stump removal, and repairs to damaged grass. Linstone Housing’s own Estates Management Team will carry out most shrub-bed maintenance and generally handle moss clearance outside the designated areas. Additional properties elsewhere in Renfrewshire, including Bridge of Weir, Renfrew, Elderslie and Kilbarchan, may be added during the contract. The requirement is for a single service covering existing housing estates and common areas.

Linstone Housing invited offers through a single-stage open procedure. The buyer set 29 October 2026 at 12:00 as both the tender submission deadline and the bid-opening time. The contract is planned to run for 1,080 days, with options for two extensions of 24 months each, up to four further years. The stated estimated value is £1,015,000; the extension option is estimated at £145,000 per annum excluding VAT. Quality carries 60% of the evaluation and price 40%. Technical and professional ability is assessed pass or fail, with at least an acceptable score on every question required to pass. Bids must be submitted electronically in English; variants are not allowed. The contract is a single lot, and staff names and qualifications must be provided.

This suits established grounds-maintenance and landscape contractors able to organise recurring work across multiple housing estates and respond to a broad mix of routine and occasional tasks. Relevant experience is central: bidders must provide three examples of comparable landscape-maintenance services and demonstrate how they will deliver the requirement. They must also show access to suitable tools, plant and technical equipment, and report average annual workforce and management staffing over the previous three years. Financial standing requires a general annual turnover of at least £290,000 for each of the last two years, or that average over the period. Employers’ liability and public liability insurance of £5 million each are required, or bidders must commit to obtaining them before the contract starts. Firms using subcontractors need reliable supply-chain controls, including effective prompt payment arrangements.
