## Summary

Link Group is seeking main building contractors for a framework covering new-build housing construction, with design and construction services potentially included. Projects may also involve refurbishment of existing homes, offices and commercial properties, extensions, community facilities, adaptations and planned maintenance. Housing schemes may range from mainstream homes to specialist-needs and retirement living, across affordable, private rented and market-sale tenures. Link Group’s subsidiaries, partner organisations and, with Link’s agreement, registered social landlords operating in Scotland may use the framework. Work is expected mainly across Scotland’s Central Belt, Argyll and Bute, and the Highlands, although projects may be elsewhere in Scotland. The buyer is Link Group, a housing organisation procuring on behalf of this wider group of users. This is a substantial programme of Scottish housing and building works, rather than a single defined construction project.

The buyer invited offers through a restricted procedure for a framework agreement. The tender submission deadline was 2 November 2026 at 12 noon; shortlisted candidates were due to be invited to tender on 30 November 2026. The framework period is four years, with a possible one-year extension. Its estimated overall value is £840 million. Seven lots divide opportunities by project value and geography: six value bands, from very low-value projects up to projects over £40 million, and a separate Argyll and Bute and Highlands lot for projects up to £40 million. Suppliers may bid for all seven lots. Each lot uses the same evaluation weighting: quality 70% and price 30%. The restricted process envisages up to 20 qualified candidates invited to tender, with at least eight candidates for each lot. Alternative bids are not allowed.

This framework suits established building contractors able to deliver housing construction at a range of project sizes, including schemes of 5 to 500 homes, flats, houses and retirement living, and work across mixed tenures. Relevant experience in the social housing sector is expressly sought. Contractors with design-and-build capability may also be well placed, as individual commissions can include design as well as construction. The framework spans multiple Scottish locations and includes both mainstream and specialist-needs housing, alongside refurbishment and related building work, so suppliers need the breadth to handle varied project types and locations. Appointed contractors must adopt fair working practices and deliver community benefits, including targeted recruitment and training, community enhancement and outreach, consultation, education opportunities, and promoting subcontracting opportunities to SMEs and social enterprises. Individual commissions are not guaranteed; work may be awarded through direct selection or mini-competition.

## Notice

Link Group intends to enter into a Framework Agreement with a limited number of Building Contractors to provide construction services for a four year period with a possible one year extension. This may also include the provision of design and construction services. Link works in partnership with a number of subsidiary companies who will also be entitled to purchase works & services from the Framework Agreement. The subsidiaries of Link Group Ltd currently include, Link Living, C~urb 6 Ltd (C~urb), Horizon Housing Association Ltd, Larkfield Housing Association and West Highland Housing Association. Although it is possible that other organisations may join the Group, becoming subsidiary companies, during the term of the Framework Agreement, and may also wish to "call off" from the Framework. Link also works in partnership with several external organisations, refer to Section 1.1 of the Contract Notice for further detail, who will also be entitled to purchase services from the Framework Agreement. In addition, it is also intended that any Registered Social Landlord registered and operating in Scotland will be entitled to purchase works & services from the framework, subject to Link's prior agreement. There is no guarantee of any work. It is however, more than likely that individual commissions will be "called off" either by direct selection or by mini tendering, within the terms of the Framework Agreement, to identify the most economically advantageous tender. The Framework Agreement will mainly cover the provision of construction works & services for new build housing, however individual projects may also include rehabilitation of existing properties, office and commercial properties, extensions, community facilities and adaptations, and planned maintenance projects. The projects will range in size, tenure and type from mainstream housing to a variety of special needs projects. The tenure type will cover all affordable tenures, private rented and market sale. Applicants should have experience of projects within the social housing sector for projects between 5 and 500 units including flats, houses and retirement living projects with a mix of tenures. The location of projects will vary but in the main will be located in the Central Belt of Scotland, Argyll & Bute and Highland, however individual projects may be located in any part of Scotland. The total number of units in each of the geographical areas may vary and specific numbers cannot be guaranteed in any area or in total. Although individual projects cannot be guaranteed, Link will expect the successful contractors to deliver a high quality and value for money service.

A maximum of twenty bidding organisations that submit a SPD response and meet the selection criteria will be invited to submit a tender for the Framework Agreement in accordance with Regulation 66 'Reduction of the number of otherwise qualified candidates to be invited to participate'.

Renewal: The Contracting Authority could consider extending the Framework by an additional year

Medium value contracts with an estimated value of between 6,500,001 and 12,500,000 GBP
