## Summary

South Lanarkshire Council is seeking a contractor to provide specialist cleaning, property clearance and disposal services for its Housing and Technical Resources, Building Services. Work covers council properties throughout South Lanarkshire affected by trauma incidents, hoarding, abandonment, tenancy changes or environmental neglect. Services include clearing, cleaning and disinfecting homes; removing, transporting and legally disposing of furniture, household contents and general waste; cleaning properties for occupation, inspection or handover; and specialist sanitisation and decontamination involving body fluids, biological matter and other hazardous materials. Garden clearance may include green waste, fly-tipped and general waste, and persistent organic pollutants. The company must hold a Goods Vehicle Operator’s Licence and a Waste Carrier Licence. The successful bidder must have ISO 9001 quality management and ISO 14001 environmental management certification, or equivalent. Bidders must confirm any intended subcontracting and provide financial evidence; the council assesses profitability, liquidity and gearing. Required insurance includes employer’s liability cover of £10 million and public liability cover of £5 million. Bids must also set out the community benefits the supplier can deliver.

The scope of the services include, but is not limited to:- - Full property clearance, cleaning and disinfection services, including the removal, transportation and lawful disposal of furniture, household contents and general waste. - General cleaning services to bring properties to an acceptable standard for occupation, inspection for handover. - Specialist cleaning, sanitisation and decontamination involving the removal and safe disposal of body fluids, biological matter and other hazardous materials. - Garden clearance services, including the removal and disposal of green waste, fly-tipped materials, general waste and Persistent Organic Pollutants (POPs) where required. The Contractor shall provide all necessary labour, vehicles, equipment, consumables and disposal arrangements necessary to deliver the services in a safe, efficient and environmentally responsible manner.
