## Summary

The Scottish Government is procuring a multi-supplier framework for temporary and interim staff services on behalf of Scottish public sector organisations across Scotland. It covers four service areas: interim professional staff and interim IT staff for national use, plus temporary administrative, catering and manual staff for the South and North regions. Eligible framework users include Scottish public bodies, councils, health and education bodies, charities on the Scottish Charity Register and voluntary organisations registered with the Scottish Council for Voluntary Organisations. The services are staff recruitment and supply (CPV 79620000), with delivery across Scotland. The Scottish Procurement and Property Directorate manages the procurement. Successful suppliers will support public-sector organisations needing interim professional and IT expertise, as well as temporary administrative, catering and manual workers.

The buyer invited tenders through an open procedure for a four-lot, multi-supplier framework. The tender deadline and bid opening were set for 7 December 2026 at 12:00 UTC; the evaluation period was due to start then. Each lot has a framework term of up to 48 months and may be renewed at the end of that period. The estimated values are £124 million for interim professional staff, £200 million for interim IT staff, £110 million for temporary administrative, catering and manual staff in the South, and £16 million for those services in the North. Suppliers may bid for any number of lots. Quality carries 60% and price 40%; tenderers must pass specified compliance and quality thresholds before price-quality scoring.

This framework suits recruitment and staffing suppliers able to serve public-sector organisations across Scotland, either with national interim professional or IT talent, or temporary administrative, catering and manual workers in the North or South. Suppliers need to demonstrate a current liquidity ratio of at least 0.9, with a parent company guarantee potentially supporting a bidder that does not meet the financial test. Required insurance is employers’ liability of at least £5 million per incident, public liability of at least £1 million per incident with unlimited total cover, and professional indemnity of at least £1 million per incident with unlimited total cover. Bidders must meet the tender’s pass and minimum scored-question requirements. Successful contractors are expected, where practical, to consider community benefits, SME and third-sector involvement, and Fair Work First matters; they must state whether they intend to subcontract and the proportion involved.
