## Summary

Dumfries and Galloway Council is creating a flexible framework so schools can buy services supporting the Scottish Attainment Challenge and its aim of reducing the poverty-related attainment gap. Work is delivered in schools across Dumfries and Galloway. The 15 service areas cover activity-based learning; counselling, support and advice; creative engagement; external tutoring; pupil workshops; parental support and family learning; community engagement; mentoring; educational assessment; educational leadership; pupil leadership; developing the young workforce; out-of-school clubs; residential provision; and miscellaneous services such as pet therapy, beekeeping and massage in schools. Providers may support pupils, families and the wider community through learning, wellbeing, advice, assessment, clubs and other tailored activities.

The buyer invited offers through an open procedure for places on a flexible framework. The procurement is divided into 15 service areas, and suppliers may bid for any number of them. For each lot, evaluation gives 60% to meeting minimum quality standards and 40% to price; variants are not accepted. The submission deadline was 13 September 2027 at 12:00, and bids were to be opened and evaluated as received. Framework places are intended to run for an initial five years, with an option for one 24-month extension; the stated lot contract duration is 2,520 days. The framework can have up to 150 participants, and the buyer expects to reopen it annually to allow new providers to apply. Bids must remain valid for 90 days.

This opportunity suits providers whose established work matches one or more of the service areas, from counselling, tutoring, assessment and family learning to creative, community, outdoor, residential or out-of-school provision. It offers scope for specialist organisations as well as providers able to support pupils’ learning, wellbeing and participation, and to work with families, schools or local communities. The framework’s range includes both direct pupil services and broader interventions such as developing skills for work, building local capacity and supporting children outside school hours. Suppliers should be able to show that their proposed service meets the applicable minimum quality standards and offer a competitive price. Community benefits are part of the requirement; details are set out in the tender pack.
