## Summary

North Lanarkshire Council is establishing a flexible framework for external education services supporting its Education and Families Service, schools and wider service. The work is intended to improve learning, wellbeing, inclusion and attainment, including reducing the poverty-related attainment gap. Twelve service areas cover activity-based learning; counselling; community engagement; mentoring, support and advice; pupil workshops; professional leadership development; pupil leadership; educational assessments; research and improvement consultancy; employability and careers; curriculum and pedagogy; and community mental health and wellbeing for children, young people and families. Services will be delivered in North Lanarkshire. The framework continues an existing approach that has provided schools with access to external services. Its mental health and wellbeing area is community-based support and excludes counselling, psychotherapy, clinical assessment, diagnosis, clinical treatment and other regulated therapeutic or healthcare interventions.

The process reached tender: the Council invited offers through an open procedure, with electronic submissions. The bid deadline was 17 November 2026 at 12:00 UTC. The framework is anticipated to run for 48 months from May 2027, with a maximum value of £16,000,000. It is divided into 12 lots, and suppliers may bid for one or more without restriction. Annual entry points are planned for additional suppliers to tender to join for the 2028–29, 2029–30 and 2030–31 academic years. The approach follows the Scottish rules for social and other specific services. The evaluation and selection basis is set out in the procurement documents; the stated technical selection criterion reserves service delivery to a particular profession. Suppliers must provide staff names and qualifications, and may be excluded on grounds under the Public Contracts (Scotland) Regulations 2015.

This opportunity suits organisations with practical education, youth, wellbeing or community-service expertise, as well as specialist providers of assessment, research, evaluation, consultancy, curriculum development and professional learning. Providers can target the lots that match their services rather than cover the full range. Strong candidates will be able to show how their work responds to learner and community needs and contributes to outcomes such as attainment, inclusion, participation, employability, leadership or wellbeing. Relevant delivery capability spans work with pupils, families, schools, education professionals and local communities. The technical selection criterion requires execution of the service to be reserved to a particular profession, so bidders should check the lot-specific requirements and establish that their professional credentials and staffing meet them. Staff names and qualifications must be included in the tender response; community-benefit and subcontracting requirements also apply as set out in the tender pack.
