## Summary

Glasgow City Council is seeking private rented homes in Glasgow, with a complete housing management service, to use as temporary furnished accommodation for people experiencing homelessness. The service must cater for single people, couples and families with children. Properties may include flats, maisonettes and houses, as well as converted or purpose-built buildings, including premises above businesses. Homes must be safe, warm, furnished and compliant with relevant legal and regulatory requirements. Some properties must meet the needs of households with mobility or sensory impairments and other accessibility requirements. The Council will lease the properties and set the lease terms. The requirement is for accommodation and property management services (CPV 70330000).

The Council invited bids through an open tender procedure, with electronic submission. The submission deadline was 20 November 2026 at 12:00. The estimated contract value is £177,706,635. The initial contract term is four years, with an option to extend for a further three years. There is one lot, and the Council intends to award up to four contracts. Each successful supplier must provide 250 properties by the end of the first contract year and maintain that supply during the initial term; suppliers may offer additional capacity. Price accounts for 70% of the evaluation, with the service implementation plan accounting for 8%; the remaining evaluation includes quality questions and mandatory pass/fail criteria. Suppliers must meet financial, insurance and eligibility requirements, including Scottish letting agent registration and staff PVG checks.

This opportunity suits private landlords and letting or property-management businesses able to source and manage a substantial portfolio of suitable homes in Glasgow. Suppliers need the operational capacity to deliver and sustain 250 properties, support households with varied needs, and provide accessible accommodation for some residents with mobility or sensory impairments. Relevant experience should include housing management, property compliance and maintaining safe, warm, furnished homes. The appointed supplier must be registered with the Scottish Letting Agent Register by the required documentation stage and keep its registration current. Staff who work directly with placed households must pass Protection of Vulnerable Groups checks, with regular rechecks. Bidders also need adequate financial standing and the required employer’s liability, public liability and professional indemnity cover, or a commitment to obtain it by the documentation stage. Bids may be submitted only once, individually or as part of a consortium.

### Lot Information

Lot 1

Glasgow City Council (the Council) has a statutory duty to provide temporary accommodation to people that are experiencing homelessness, to meet its obligations under Part II of the Housing (Scotland) Act 1987 - Homelessness Provisions (as amended). The council requires suitable suppliers to provide private rented sector accommodation, to be used as temporary accommodation, for single people, couples, and households with children who are experiencing homelessness, and to provide a complete property management service in support of this provision. The Council will be the Leaseholder for all properties and will define the terms of the Lease. Suppliers will either be registered on the Scottish Letting Agent Register at the time of tender submission or achieve registration by the Request for Documentation stage and maintain this registration throughout the duration of the contract. The supplier shall provide private rented sector accommodation that is fully furnished and is safe, warm and suitable for occupation. Throughout the duration of the Contract, all accommodation must comply with all applicable statutory and regulatory requirements. Suppliers can offer a variety of property types including, apartments, maisonettes, detached/semi-detached/terraced dwellings, converted or purpose-built buildings including those above business premises. A proportion of the properties supplied must be capable of meeting the needs of households with mobility impairments, sensory impairments, or other accessibility requirements. Each contract will require each awarded supplier to deliver 250 private rented sector properties by the end of Year 1 and to maintain a supply of 250 properties throughout the initial contract term, subject to the terms of the contract and agreed performance management arrangements. An economic operator may participate in this procurement only once, whether as a sole Bidder or as a member of a consortium or joint venture. An economic operator must not submit, or be involved in, more than one tender. Suppliers will have the opportunity to indicate whether they are able to deliver additional properties beyond the 250 target, and, where applicable, the anticipated timescales these would be available. Where the Council requires additional capacity, due to not awarding 4 contracts it may exercise this option and modify one or more of the Contracts in accordance with Regulation 72(1)(a) of the Public Contracts (Scotland) Regulations 2015 as per the ITT. Additional capacity may also be required of suppliers through the lifetime of the contract where there is additional demand or if an awarded supplier is not able to deliver.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Renewal: Subject to Council's future demands, 12 months prior to the expiry of this contract, the Council may consider commencing a new tender process
