## Summary

Forth Housing Association Ltd and Ochil View Housing Association Ltd jointly procured multi-trade reactive repairs and void property maintenance for homes they own or manage. The work covers routine, urgent and emergency repairs, vacant-property works, round-the-clock emergency cover, repair diagnosis, appointment scheduling, allocating operatives, customer communication, arranging access, contract management, performance monitoring and reporting. Delivery is across Forth Housing Association properties in the Stirling area and Ochil View Housing Association properties in Clackmannanshire and West Fife. The requirement is a housing repairs and maintenance service, including building, plumbing and electrical-type trades. Gas appliances, gas pipework, gas systems and gas safety certification are excluded. The Associations ran a common tendering, evaluation and pricing process, but each will manage its own contract, budget and operational requirements.

The procurement is complete: Consilium Contracting Services Ltd was selected, and both Associations awarded it separate call-off contracts. The competition was run under the LHC Procurement Group Repairs and Maintenance Dynamic Purchasing System, with six compliant tenders evaluated. Quality counted for 40% and price for 60%. The combined estimated value is approximately £15 million excluding VAT, covering both contracts, possible extensions and potential participation by Rural Stirling Housing Association; this is not guaranteed expenditure or volume. The contracts were signed on 8 October 2026. Each has an initial three-year term, with the relevant Association able to extend by up to two further 12-month periods, subject to satisfactory performance, operational requirements and contract terms. The maximum potential duration is five years.

This award shows demand for a broad, responsive repairs service across social housing, rather than a single-trade maintenance package. A credible competitor would need to coordinate multiple trades, diagnose and allocate repairs, manage appointments and property access, communicate effectively with residents, and provide contract management, performance monitoring and management information. The service requires the capacity to deal with routine jobs as well as urgent and emergency call-outs, including continuous emergency cover, and to carry out void-property works. Suppliers should be able to evidence quality alongside competitive pricing: quality made up 40% of the evaluation and price 60%. The work excludes gas appliances, pipework, systems and safety certification, so a supplier focused on gas services alone would not match this requirement. The route used was a further competition through the LHC Repairs and Maintenance DPS.

The procurement used a common tendering, evaluation and pricing process. Quality represented 40 percent of the overall evaluation and price represented 60 percent. Following completion of the evaluation process, separate call-off contracts were awarded by Forth Housing Association Ltd and Ochil View Housing Association Ltd to Consilium Contracting Services Ltd. Each Association will manage its own contract, budget, operational requirements and contract management responsibilities. Each contract has an initial term of three years with the option for the relevant Association to extend its contract by up to two further periods of 12 months, subject to satisfactory performance and continued operational requirements. The estimated total procurement value is approximately GBP 15 million excluding VAT over the full potential five-year period. This estimate covers both Associations, the optional extension periods and potential participation by Rural Stirling Housing Association which was also built into the procurement.. Joint further competition under the LHC Repairs and Maintenance DPS, managed through PCS Quick Quote by SPA for Forth and OVHA. Each Association awarded a separate contract to Consilium. The estimated joint value covers both contracts, extensions and potential future RSHA participation. It is not guaranteed expenditure or volume.

Options: Each contract is for an initial period of three years. Each contracting authority may, at its sole discretion, extend its contract by up to two further periods of 12 months, subject to satisfactory performance, continued operational requirements and the relevant contract terms. The maximum potential contract duration is five years. The exercise of any extension option is not guaranteed.

### Procurement Information

The contract was awarded following a further competition (mini-competition) under the LHC Procurement Group Repairs and Maintenance Dynamic Purchasing System (RM DPS), which was established in accordance with the Public Contracts Regulations 2015. The mini-competition was undertaken jointly on behalf of Forth Housing Association and Ochil View Housing Association for the provision of reactive repairs and void maintenance services. The procurement was issued and managed electronically through the Public Contracts Scotland Quick Quote portal, with support from the Scottish Procurement Alliance. The absence of a separate prior contract notice for this specific call-off does not mean that the contract was awarded without competition. The RM DPS was established following prior publication and remained open to economic operators meeting the relevant selection criteria. All seven suppliers appointed to the relevant category of the RM DPS were invited to express an interest in the requirement. All seven suppliers confirmed their interest and were subsequently invited to participate in the mini-competition through Public Contracts Scotland Quick Quote. One supplier withdrew during the tender period, and six compliant tenders were received and evaluated. The tenders were evaluated in accordance with the award criteria published in the procurement documents. Consilium Contracting Services Ltd submitted the most economically advantageous tender and was therefore selected for contract award. Although the procurement and tender evaluation were undertaken jointly, Forth Housing Association and Ochil View Housing Association each awarded a separate call-off contract to Consilium Contracting Services Ltd.
