## Summary

Tweed Forum is seeking a contractor to deliver two native broadleaf woodland creation projects on upland livestock farms around Peebles. The work covers 5.22 hectares at Heathpool Farm, north of Peebles, and 5.33 hectares at Kailzie Farm, south-east of Peebles. At Heathpool, planting will take place around the headwaters of the Windylaws Burn, following creation of natural flood-management ponds. At Kailzie, planting is around the headwaters of the Kailzie Burn, across two sub-compartments with different protection and design requirements. Both projects are intended to buffer upland streams, improve water quality and increase biodiversity in the Tweed catchment. This is a practical woodland establishment contract for suppliers able to carry out planting and associated site works at both locations.

The buyer invited offers through an open procedure, with bids submitted electronically. This is a single cumulative contract covering both woodland projects, each operating under a separate Forestry Grant Scheme agreement; variants are not permitted. The stated contract value is £91,500. The buyer set the bid deadline as 20 November 2026 at 12:00, with bid opening scheduled for 14:00 that day. The contract period is 2 December 2026 to 30 March 2027. Evaluation requires suitability and technical qualifications: the selection criteria state that execution of the service is reserved to a particular profession. Bidders must provide the names and qualifications of staff assigned to the work. The published criteria refer suppliers to the Invitation to Tender for further requirements.

This opportunity is suited to woodland creation and forestry contractors with the practical capability to establish native broadleaf woodland on upland farm sites and work around headwater burns. Suppliers should be equipped to deliver across two separate locations, manage different site layouts and protection requirements, and coordinate planting with the natural flood-management ponds at Heathpool. The Kailzie site’s two sub-compartments also call for the ability to adapt operations to differing woodland designs and protection needs. The requirement expressly reserves execution to a particular profession, so bidders need to check that they meet the profession-specific technical requirements set out in the tender materials. They must also identify the staff assigned to the work and provide those staff members’ qualifications. Experience with comparable riparian woodland establishment and careful site operations would be relevant to the scope.
