## Summary

The University of Strathclyde intends to procure a dedicated digital platform for international applicants who need Student visa sponsorship, supporting the journey from offer to enrolment. The service is intended to manage Confirmation of Acceptance for Studies (CAS) readiness and issuance, visa-compliance checks, applicant and agent engagement, document handling, onboarding, conversion monitoring and reporting. It is meant to replace fragmented manual processes with secure, auditable workflows. The proposed system is expected to include applicant and agent self-service portals, document verification and credibility assessment, communications, and secure two-way integration with the University’s core student record system. The scope also includes implementation, testing and training, ongoing support, business continuity and disaster recovery, and an agreed exit plan. Delivery is for the University of Strathclyde in Glasgow.

This is at the planning stage: the University has expressed an intention to procure, but has not issued an invitation to tender. The procurement is described as a single lot for a digital platform, with an indicative value of £170,000. The buyer may conduct further engagement with interested suppliers. It asks interested parties to register their interest by 12 noon on 2 November 2026; this is for market engagement, not a bid deadline. The buyer expects a further notice on 9 November 2026. The University says the planned scope may change. The procurement is covered by the Government Procurement Agreement. No award procedure or evaluation basis is set out at this stage.

This may suit software suppliers with experience delivering secure, configurable platforms for higher education admissions and international student operations. Relevant capability includes CAS and visa-compliance workflows, applicant and agent portals, document verification, communications, reporting and analytics, and integration with student record systems. Suppliers should be prepared to explain how existing applicant data and documents can be reused, reducing repeat entry and uploads, while ensuring staff access controls and secure handling of sensitive information. The University is also looking for an implementation and mobilisation plan covering discovery, design, integration, testing and training, alongside scalable configuration, support and service management. Suppliers should be able to maintain tested business continuity and disaster recovery arrangements and agree an exit plan that protects data and limits disruption. A cyber-security assessment may be required.
