## Summary

Argyll and Bute Council commissioned supported living services for adults with complex care needs across Argyll and Bute. Support covers adults with learning or intellectual disabilities, neurodevelopmental conditions, complex mental health conditions and other lifelong health conditions. Services include care and personal care at home, housing support, and help to build life skills, confidence and independence. Providers are expected to support community involvement and access to education, training, paid employment and wider activities, helping people participate in community life alongside people who are not receiving care. This is social care service provision rather than a one-off supply of goods or construction work.

The procurement is complete and contracts are active. Argyll and Bute Council selected Carr Gomm and ENABLE Scotland (leading the Way) for the same lot. The contracts were signed on 20 October 2026, with a reported value of £1 for each contract; these figures do not indicate the full service value. The Council used a procedure without a prior competition, citing continuity and quality for existing service users and the needs of the services. It made direct awards to existing providers that met its pre-qualification requirements, within a qualified-provider resource. The procurement was structured as one lot and as a framework agreement. Providers could be excluded under the stated statutory grounds. The Council’s description says the provider resource remains open to new providers that meet its qualification requirements.

This award shows demand from Argyll and Bute Council for ongoing, person-centred supported living for adults with complex needs, combining care at home and housing support with practical help to participate in community life. Suppliers seeking to compete when this requirement returns will need to demonstrate they can deliver reliable, positive support that respects individual preferences and helps people develop life skills, independence and confidence. Credible providers will also need to enable access to community activities, education, training and paid employment, including opportunities to spend time with people beyond care staff and other service users. The route used favoured continuity with existing providers and required pre-qualification, so relevant experience delivering complex social care and the ability to meet the Council’s qualification requirements will matter.
