## Summary

The National Trust for Scotland is developing a national framework for fit-out works at multiple sites across Scotland. The work covers shop and retail spaces, cafés and restaurants, and back-of-house kitchens, as well as unplanned or reactive repairs, maintenance and miscellaneous small works. This is construction and interior fit-out work, including joinery and related works. The Trust is the buying organisation. The framework is intended to support a range of fit-out services across its Scottish sites, rather than a single location or one defined building project. Suppliers in construction, joinery and commercial fit-out may find the scope relevant, particularly those able to cover more than one type of retail, hospitality or kitchen environment.

The procurement is at the planning stage: the National Trust for Scotland has announced its intention to develop a national fit-out framework, but has not yet invited tenders. The framework remains in development and may change. The Trust estimates works spend of £10 million over the contract duration. It expects to issue a further notice on 7 January 2027. The Trust is seeking prospective contractors’ views through an optional supplier survey, intended to help shape the framework; survey responses were invited by 26 November 2026. This is market engagement, not a bid submission deadline. The planned procurement is described as a framework, but the process, contract duration, eligibility requirements and evaluation criteria have not yet been set out.

This early engagement is most relevant to contractors with practical experience in retail, café or restaurant fit-outs, commercial kitchens, joinery, and responsive repair and maintenance or small works. Businesses able to deliver across multiple sites in Scotland and handle varied fit-out requirements are likely to be well placed to contribute as the framework is shaped. The Trust is explicitly asking prospective fit-out and works contractors to describe their services and share views or ideas on the framework’s design. Suppliers can use the survey to explain their capabilities and operational considerations, including how a national arrangement could work for different types of work. The procurement is still being developed, so this is a preparation and engagement opportunity rather than a current invitation to tender.

We are excited to share a new national fit-out framework with an estimated works spend of 10,000,000 GBP over the contract duration is in development.
