## Summary

Loch Lomond & The Trossachs National Park Authority is commissioning consultancy services to design and test a new digital and physical Local Development and Land Use Plan. The consultant will help create the plan’s structure, integrate spatial information, communicate its strategy and shape how users navigate it. The work includes appraising options for publication, developing and testing prototypes, and advising on how the plan’s content should be structured, visualised, published and maintained. The Authority will lead the plan’s policy, strategy and spatial content. The appointed consultant will work with Authority staff and stakeholders, providing specialist advice, design, project management and delivery support. The plan is intended to be presented mainly through maps, illustrations and diagrams, and the work will support the Authority in Loch Lomond and The Trossachs National Park.

The buyer invited offers through an open procedure. The procurement has reached the tender stage; the submission deadline set by the buyer was 23 November 2026 at 10:00 UTC, with the award period scheduled to start at that time. The contract is planned to run for 270 days. Its stated value is £58,333. There is one lot, covering the plan design and prototyping consultancy. The appointment may be extended, subject to a gateway review, to support implementation of the preferred approach; related activity is also identified as an option. Bids must be in English, and variants are not allowed. Tenderers must provide the names and qualifications of staff assigned to the contract. The published information does not describe the basis on which bids will be evaluated.

This opportunity suits consultancies experienced in digital design and the development of planning or land-use plans, particularly those able to turn complex policy and spatial content into clear, navigable public-facing material. Strong candidates will be able to integrate spatial information and present strategy through maps, illustrations and diagrams, while developing and testing prototypes for both digital and physical publication. The work calls for specialist design advice alongside project management and delivery support, and for effective collaboration with public-sector staff and stakeholders. Suppliers should be able to assess different publication approaches and recommend one that the Authority can maintain with its own capacity and capabilities. The requirement also calls for suitably qualified and experienced consultants, with the proposed delivery team’s names and qualifications included in the bid.

## Notice

LLTNPA requires a suitably qualified and experienced consultant to help design the Plan, including create the skeleton structure, integrate spatial information, show strategy, and determine how it is used.
