## Summary

The Scottish Government commissioned a unified Master Customer Record platform for businesses operating in Scotland. It is intended to bring together key datasets from across organisations into a trusted, holistic view of Scottish businesses and publicly funded business support. The platform is designed to help public bodies understand how businesses are supported, improve engagement and inform economic development decisions, including where public funding is spent and how. The work builds on a proof of concept developed through the Business Support Partnership, which the Scottish Government leads. This is a digital data platform and software development requirement (CPV 72212610), delivered for Scotland. The procurement was a call-off from the Scottish Government’s Digital Technology and Cyber Services dynamic purchasing system, rather than a standalone purchase of general marketing services.

The procurement is complete and the contract was awarded to Bright Digital Marketing Ltd, trading as Bright Signals. The contract was signed on 26 October 2026 and is active, with a value of £1,293,333.33. The contract period is not stated. The procurement used an open procedure as a call-off from the dynamic purchasing system, and one lot covered development of the Master Customer Record platform. The lot allows two 12-month option periods. Four bids were received. The published data does not set out the evaluation criteria or award date, so the basis of selection cannot be summarised. The supplier is to subcontract 50% of the contract value. The contract award is for digital technology and cyber services, with the Scottish Government as buyer and the work covering Scotland.

This award shows demand for suppliers able to develop and integrate a national-scale data platform for public-sector business support. A credible competitor would need to bring software development and data engineering capability, including the ability to combine datasets held by multiple organisations into a reliable, unified view of businesses. The platform must support insight into public funding and business support provision, as well as practical engagement by public bodies. Experience delivering complex digital services for government or cross-organisational partnerships would be relevant, particularly where data needs to be made usable for strategic economic decisions. The contract includes substantial subcontracting, so a future competitor could also consider a delivery model that brings together specialist partners while retaining responsibility for an integrated platform.

## Notice

Since 2021 the Business Support Partnership (BSP) led by the Scottish Government has been exploring how data can better support a coordinated, insight-driven approach to economic development and business support across Scotland. Through this work the partnership has successfully developed a proof-of-concept data platform demonstrating the potential to bring together insights from across organisations and be a single, trusted and authoritative view of business operating across Scotland. This contract represents an important opportunity to build on that foundational work and move towards a fully realised Master Customer Record (MCR) A platform with strategic national capability that will enhance how public sector organisations understand, engage with and support businesses as well as supporting strategic economic outcomes. The Master Customer Record will be a unified data platform bringing together key data sets to create a holistic view of businesses in Scotland. It is a critical enabler for understanding what public funding is spent supporting businesses, where it is spent and how. It will offer a 360 view of businesses and publicly funded business support provision in Scotland.
