## Summary

The Scottish Procurement Alliance (SPA), through LHC Procurement Group, is developing a framework for asset safety and statutory compliance services for public sector organisations in Scotland. The anticipated work spans asbestos consultancy, surveys and removal; property protection and security; water hygiene testing and treatment; heating, ventilation and air conditioning compliance; electrical testing, inspection and remedial works; and building safety. Other statutory compliance services may also be included after market engagement. The framework is intended as a successor to the existing ASC1 arrangement and aims to provide a comprehensive asset safety and compliance solution. Suppliers may also have relevant expertise in digital compliance management, data and reporting, as these are among the areas SPA is considering for the framework.

This procurement is at planning stage: SPA is undertaking preliminary market engagement to shape the eventual scope, framework structure and delivery model; there is no invitation to tender at this stage. A future procurement notice is expected on 31 March 2027. Market engagement is intended to explore compliance requirements, regulatory changes, procurement and commercial approaches, potential workstream and lot structures, regional versus national delivery, digital solutions, and social value and sustainability priorities. The scope remains indicative and may change following engagement and further procurement planning. The process is intended to use a framework, but the proposed lots, evaluation criteria, eligibility requirements, contract duration and estimated value have not been settled in the information available here.

This is relevant to suppliers working in one or more areas of building and asset compliance, including asbestos services, security, water hygiene, HVAC, electrical inspection and remedial works, and building safety. Specialist consultancies, surveyors, removal contractors, testing and treatment providers, compliance engineers and property protection firms may all have a potential fit. SPA is actively seeking market input, so businesses with experience of public-sector compliance needs, changing legislation, and practical regional or national delivery models are well placed to contribute to the development of the future arrangement. Providers of digital compliance management, data and reporting solutions may also be relevant, alongside suppliers able to address social value and sustainability priorities. The eventual scope and structure are still being shaped; this is an opportunity to prepare and inform planning, not to submit a bid.
