NHS England - Early Market Engagement Notice Foreword NHS England is exploring collaboration opportunities with stakeholders from the private, public and voluntary, community and social enterprise (VCSE) sectors who are interested in helping to improve the health and life chances of babies, children and young people. Prior to formally launching this opportunity, we are hosting a virtual engagement forum on Tuesday 6th October, 15:30 – 17:00. This will be a chance for organisations to learn more about our ambitions, feed into the development of our approach and discuss any ideas and suggestions they may have to collaboratively improve the health of children and young people. NHS England recognises the Department of Health and Social Care has recently launched a Child Poverty Market engagement notice https://www.find-tender.service.gov.uk/Notice/062438-2026 . While there are some shared themes, the two initiatives have separate objectives. The DHSC programme is focused specifically on child poverty, whereas this market engagement seeks to explore a broader range of opportunities to improve outcomes for babies, children and young people. Since this is neither a call for competition nor a procurement, for administrative and technical reasons, it's been assigned a monetary value of £0.

Capital City College - The current catering contract expires on 31 July 2027. Rather than repeat what has gone before, Capital City College (CCC) wants to use the time available to design a contract that reflects how the market has moved, what students now expect, and what a London estate of this size and profile could realistically deliver. That includes the commercial side: CCC is actively interested in models that generate a financial return to the College alongside a high quality, affordable offer for students.

Planning | Find A Tender Service | DHSC: GPH: Mothers Living with HIV Formula Milk Funding Scheme 2027

Department of Health & Social Care - The Department of Health and Social Care (DHSC) is undertaking preliminary market engagement to understand supplier interest, capability and capacity to deliver a service that ensures infants born to mothers living with HIV in England have timely access to formula milk and related sterilising equipment for up to 12 months from birth. This preliminary market engagement (and any resultant procurement) forms part of wider work by DHSC to implement actions in the HIV Action Plan for England, 2025 to 2030, specifically the commitment to fund formula milk and related sterilising equipment for the infants of women living with HIV. DHSC is seeking an outcome-focused service that: • Provides equitable access to formula milk and related sterilising equipment for eligible families, minimising inequalities in access and outcomes. • Operates in a manner that respects privacy, dignity and confidentiality. • Provides a seamless and reliable service for families and referring professionals. Current provision of formula milk support across England is variable. This inconsistent provision can create inequalities, particularly for families experiencing financial hardship, language barriers or difficulties accessing services. DHSC is seeking to establish a nationally funded service that enables eligible families to receive formula milk and related sterilising equipment from birth until the infant reaches 12 months of age. The service should: • Support equitable access across England, including for groups who may face additional barriers to engagement with services. • Support referrals from multiple settings, including HIV services, antenatal clinics, primary care and VCSE organisations. • Respect privacy, confidentiality and be sensitive to potential stigma/discrimination. • Implement appropriate eligibility assessment, safeguarding, privacy and information governance arrangements. • Ensure continuity of access to products that comply with all relevant regulatory and nutritional requirements, reducing the impact of potential supply disruptions. DHSC are sharing a draft specification with the market to invite feedback from interested parties. We have not prescribed a preferred delivery model, and we welcome Potential Providers to present innovative proposals which would be capable of achieving our required outcomes as described within the specification. DHSC is particularly interested in hearing from suppliers who can demonstrate experience in and/or can meet the criteria of any of the following: • Delivery of outsourced funding schemes for similar service provision (either locally or nationally). • Provision, administration and/or distribution of pre-paid cards or vouchers where funds can be used by in-scope users to purchase formula milk and related sterilising equipment from retailers. • Provision, administration and/or distribution of formula milk and related sterilising equipment directly to end users. • Manufacturers of formula milk and related sterilising equipment. • Retailers who supply formula milk and related sterilising equipment. • Awareness, knowledge and understanding of HIV prevention interventions, and their role in reducing inequalities in education, access and uptake of such interventions, particularly for people most in need. DHSC is also keen to maximise opportunities to participate in procurement for Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs). Consideration will be given to consortia and collaborative bids from all forms of organisations. DHSC will also accept responses at the PME stage from external stakeholder groups who hold an active interest in this opportunity but may not have the capability and/or interest to deliver the services. Feedback from the market will be taken into consideration to help shape the departments proposed scope to ensure that the offer meets service needs. Please note that at this stage a route to market has not yet been determined. However, should the outcome of this PME determine that the best value route to market is via a framework or DPS, then any subsequent invitation to tender and notices will be restricted to those organisations which are appointed to the applicable framework or DPS, and will be governed by the PCR 2015 or the PA 2023 as stipulated by the framework or DPS in question. Contract Value: The estimated total value of the contract is £350,000.00 per annum, including VAT. This annual value is applicable to the initial term, and the optional extension period(s). Contract Term: An initial term of 14-months (inclusive of 2 months mobilisation), with the option to extend for one or more further periods up to a maximum of 24 months. Disclaimers - this PME: • Does not signify the commencement of a competitive procurement. • Does not constitute any commitment by the Department of Health and Social Care to procure services. • Does not create any obligation on the Department. • Does not provide a competitive advantage to any suppliers engaging with DHSC at this early stage, and DHSC will ensure equal treatment of all interested parties at all times. Details of the preliminary market engagement process undertaken will be included within any resultant procurement documentation. Any funding estimates referenced are indicative only and subject to change. The Department makes no commitment at this stage to the final scope or funding envelope of any future contractual activity.

MANCHESTER CENTRAL CONVENTION COMPLEX LIMITED - Manchester Central is currently looking for a Contractor to supply groceries and frozen food products to Manchester Central Convention Complex, Junction, Manchester Town Hall Central Library, Runway Visitors Park and Manchester Town Hall. It is important that the services provider are the same across all site such as delivery times etc. Estimated annual spend for groceries and frozen food is circa £622k. The Contract will be for a period of two (2) years with a Manchester Central only option to extend for an addition twelve (12) months from the commencement date of services, with an anticipated Contract start date of November 2026 As a world-class international convention centre, Manchester Central requires products of the highest quality. The successful supplier will provide products for all onsite catering, including hospitality, banquets, conferences and exhibitions. Given the dynamic nature of the events industry, the supplier will be expected to respond to orders as required, potentially with a last minute or same day delivery, including Saturday and Sunday orders. Average annual requirements for products are detailed in the ITT, and these requirements will need to be matched by the supplier. Due to event peaks and troughs within the business, orders of higher numbers must be available at certain times. If a product is not available in the quantities required, the supplier must notify Manchester Central as early as possible and provide alternative products of the same calibre. Contract partners will be required to have periodic contract review meetings with the Company's Executive Chef. The frequency of such contract review meetings will be determined by Manchester Central and may vary from time to time. The meetings will discuss the performance of previous months' supply, the supply required over the next few months, highlighting any key large events coming up, and any positive / negative feedback with regards to product quality, account management, ordering and delivery.

University of Exeter - The University of Exeter is conducting pre-market engagement to inform the development of its forthcoming procurement for the provision of Fast-Moving Consumer Goods Wholesale supplies. The purpose of this engagement is to obtain feedback from the market on the proposed scope of the requirement, procurement approach, contract structure, evaluation methodology and any other considerations that may help shape the tender documentation. Interested suppliers are invited to participate by submitting: -A completed Pre-Market Engagement Questionnaire; and -A brief company presentation or pitch outlining your organisation, the products and services you offer, relevant experience, innovations, and any value-added services that could support the University's requirements. Responses should be submitted via the e-tendering portal by Monday 30th November 2026. The University will review responses on a rolling basis throughout the pre-market engagement period and may contact suppliers before the closing date to seek clarification, request additional information or arrange follow-up discussions where appropriate. As responses are reviewed, the University may invite suppliers to attend individual meetings, either virtually via Microsoft Teams or in person at the University of Exeter, to discuss their feedback and proposals in more detail. Invitations will be issued throughout the pre-market engagement period, and meeting dates and times will be agreed directly with the relevant suppliers.
Planning | Find A Tender Service | Child Poverty Strategic Partnerships

Department of Health & Social Care - Introduction • This information note, along with the accompanying details, is being publicly shared via Find a Tender Service, making it accessible to all organisations in the market. • The purpose of this market engagement is to identify one or more partners who can work with the Department to help improve health outcomes for children living in poverty in England. • DHSC is specifically looking at collaborating on a “value in kind” basis with potential partners to deliver on the aims of the Child Poverty Strategy (https://assets.publishing.service.gov.uk/media/696646bc99fbdc498faecd98/child-poverty-strategy.pdf), published in December 2025. There is no dedicated funding available for a strategic partnership in this space. This is not a public procurement exercise, nor a paid partnership or sponsorship opportunity and as such it will not lead to the award of a “public contract” as defined in the Procurement Act 2023. While Find a Tender Service would ordinarily be used in connection with a public procurement exercise, this is not the case here as it is being used to have a wide reach to the market. • The questionnaire will close for responses at 23:59 on Monday 3rd August 2026. Responses after this time will not be accepted. • DHSC will progress up to ten proposals that satisfy the criteria set out on page 3 of this notice. The final number of proposals selected will be based on the scoring methodology described herein, with those achieving the highest scores invited to enter negotiations. • Participation in this process does not create any obligation on either party to enter into a formal partnership or agreement. • DHSC recognises that organisations may wish to combine complementary skills, resources or experience by forming a consortium. We encourage strategic partnership proposals from consortia where they strengthen capability, capacity or coverage. Organisations submitting a consortium proposal must nominate a lead organisation to submit the proposal and act as the single point of contact. They must also clearly outline the consortium membership including the roles, responsibilities and contributions of each consortium member. • There are four scored questions for potential partners to answer. Each refers to key aspects of the partnership needs set out in Strategic Partnership Needs section of this notice. Each question will be scored on a scale of 0-4 which is set out below: Score Justification for Awarding Score 0 - The response does not demonstrate an understanding of the partnership needs and provides no confidence that the partnership needs will be delivered. 1 - The response meets elements of the partnership needs but raises concerns across several significant areas. There are reservations because the response shows: Some misunderstandings of the partnership needs, and a low level of information and detail provided. It provides insufficient confidence that the potential partner’s proposal will meet and deliver the partnership needs. 2 - The response broadly meets what is expected for the partnership needs, but there are some areas of concern. The response therefore shows: A reasonable understanding of the partnership needs with an acceptable level of information and detail provided. It provides reasonable confidence that the potential partner’s proposal will meet and deliver the partnership needs. 3 - The response meets what is expected for the partnership needs in all material respects, with no areas of concern. The response therefore shows: A good understanding of the partnership needs, and a good level of information and detail provided. It provides good confidence that the potential partner’s proposal will meet and deliver the partnership needs. 4 - The response exceeds many aspects of the partnership needs. There are no areas of concern. The response therefore shows: A very good understanding of the partnership needs, and very good level of information and detail provided. It provides a high degree of confidence that the potential partner’s proposal will meet and deliver the partnership needs. The response goes beyond partnership needs in some areas with evidence of added value beyond what was expected. In addition, the following criteria will be considered when scoring responses: Acceptability: Alignment with Child Poverty Strategy Practicability: Feasibility of partnership Effectiveness: Expected impact Side effects / safety: Alignment with DHSC policy Innovation: Level of ambition Political alignment: Alignment with political priorities Background and Scope Child poverty in the UK has increased by 700,000 since 2010/11, with 4 million children now living in poverty and 1 million having used foodbanks within the last 12 months . Tackling child poverty is central to this government’s mission to remove barriers to opportunity and raise the healthiest generation of children ever. Our Children, Our Future: Tackling Child Poverty Strategy (https://www.gov.uk/government/publications/our-children-our-future-tackling-child-poverty) sets out immediate actions to reduce poverty and the long-term foundations needed to change its trajectory. As part of the Strategy, DHSC has committed to explore how industry and government can better work together to address the health impacts of child poverty (page 92). Scale of the problem: Child poverty is a wider determinant of health and can be a risk factor for worse physical and mental health outcomes , Evidence shows that exposure to poverty during childhood is associated with worse physical and mental health outcomes . These health inequalities may manifest differently throughout pregnancy, the early years, middle childhood and adolescence: • Pregnancy: Health behaviours and risks often begin before pregnancy . Poverty increases the risk of low birth weight and infant mortality. • Early years (0-5 years): At ages four and five years, obesity prevalence and tooth decay are strongly linked to deprivation. Children on free school meals are less likely to be school ready at age five years. • Middle childhood (5-11 years): Children from less affluent families are least likely to be active . By age 10-11 years, children in the most deprived areas are twice as likely to be obese • Adolescence (11-18 years): Risky health behaviours often begin during adolescence. Poverty is usually measured at individual or household level whereas deprivation uses area-based measures (typically using the Index of Multiple Deprivation). Inequalities in health outcomes can be measured in different ways. In some cases, health and poverty metrics data are not measured together, so other measures like area-based deprivation or the family’s socioeconomic status are used. While area-based deprivation metrics can help identify need, they do not capture all children experiencing poverty. This work therefore focuses on children living in poverty across England, regardless of location. We have heard from young people, parents and wider stakeholders through early market engagement exercises that: • Poverty has an impact on ability to access healthy food, affordable transport, housing quality and lack of outdoor spaces that support physical activity. • Financial, job insecurity, and debt pressures can place additional stress on families experiencing poverty. • There is limited access to learning opportunities and education for families in poverty, as well as low health literacy and awareness, which can act as barriers to health improvement. We are looking for scalable solutions that address the wider determinants of health associated with child poverty. Solutions should focus on: • Mitigating impacts of the cost-of-living crisis, to enable families to live healthy lives and make healthy choices. This includes equitable access to affordable and nutritious food, cooking equipment, leisure activities and transport. • Adequate mental health, education and developmental support provision, including addressing stigma, raising awareness of existing support and eligibility. Educational and developmental support could include life skills such as cooking and diet, budgeting and financial literacy. Following the market engagement event hosted by DHSC on Wednesday 15 April 2026, this notice is an invitation to submit a proposal to collaborate with DHSC and contribute to innovative, impactful solutions to improve the health of children living in poverty. Please complete questionnaire to submit a proposal: https://forms.office.com/e/SnUJi1QCJF Whilst this engagement focuses specifically on the wider determinants of health associated with child poverty, opportunities to support the broader Children and Young People (CYP) health agenda are expected via the CYP Modern Service Framework (MSF), which is being developed by NHS England. The CYP MSF is intended to support the NHS and system partners, including public health and local government, to ensure all children receive timely, high-quality care and support when they need it, while improving performance and efficiency across the health system. Engagement relating to the CYP MSF will be conducted by NHSE and does not form part of this market engagement exercise.
