Planning | Find A Tender Service | Reusable Bags

Braintree District Council - Introduction Braintree District Council (BDC) is undertaking market engagement for the potential procurement of it's reusable sacks for recycling for commercial customers and residents of flats. Your feedback will be invaluable in helping us ensure the contract is structured in a way which delivers value for money, promotes sustainability and supports innovation. Below are key areas of interest. Please provide responses where applicable. You are not required to answer every question, please focus on areas relevant to your expertise or service offering. Background Simpler Recycling requires that residents and businesses separate their recycling in to various streams as follows; DMR - plastic, glass, cans/Paper and Card/Food/Green waste BDC have provided bins and or boxes to residents and businesses to hold their recycling. However alternative solutions need to be sought for some commercial customer who do not have space for these receptacles as there is no provision for plastic sacks for recycling moving forward. It is therefore anticipated that some customers may require reusable sacks for these recycling streams. A solution is also being sort for resident of flats to take their recycling to their large communal bins from their property and it is BDCs intention to supply suitable reusable bags to assist these residents. Anticipated Timeline Market engagement issued: 8th September 2026 Market engagement response deadline: 18th September 2026 at 12:00 Tender issued: To be confirmed following outcome and analysis of Market Engagement Contract commencement: To be confirmed following outcome and analysis of Market Engagement Following the market engagement response deadline, Essex Procurement Partnership and Braintree District Council will review the packs.
Planning | Find A Tender Service | Medical Examination Gloves

SUPPLY CHAIN COORDINATION LIMITED - Supply Chain Coordination Limited (“NHS Supply Chain”) intends to procure a National Framework Agreement for the supply of Medical Examination Gloves including but not limited to: 6N Examination Gloves: 6N Nitrile Exam Gloves Examination Gloves Specialised Following further review of the category strategy, market landscape, and customer requirements, it has been concluded that Medical Examination Gloves and Surgical Gloves will be procured through separate frameworks. Whilst the original PME notice (2025/S 000-052117) indicated an intention to combine the two categories into a single framework, subsequent analysis identified that they operate as distinct markets with differing customer needs, supply bases, technical specifications, and procurement considerations. In addition, the categories are subject to different commercial models, pricing mechanisms, market dynamics, and contract management requirements. Maintaining separate frameworks will enable a more tailored procurement approach for each category, support effective category management, and better align with customer and market needs. This revised approach is expected to enhance supplier engagement, promote competition, and provide greater flexibility to respond to future market developments and evolving customer demand. We are looking at ways to review the procurement strategy and simplify commercials in terms of agreements and pricing points, rationalise ranges for stocked product. This framework will continue to incorporate sustainability requirements for third party social audits across Medical Examination Gloves. NHS Supply Chain is assessing the most appropriate procurement approach, and the tendering procedures that may be used for future contract awards. The Framework Agreement will be entered into between the Authority and individual Supplier(s). The Authority may purchase goods under the Framework Agreement, which will be made available for purchase by: • any NHS Trust; • any other NHS entity; • any government department, agency or other statutory body (for the avoidance of doubt including local authorities); and/or • any private sector entity active in the UK healthcare sector. The award of a place on the Framework Agreement does not guarantee any commitment by the Authority or its customers to place any orders under the Framework Agreement. To participate in NHS Supply Chain procurements, Tenderers must be registered on the Central Digital Platform (CDP) and have shared their information with NHS Supply Chain via the CDP. The CDP is available at: https://www.gov.uk/findtender Please ensure your details match your account details in Jaggaer, Companies House and CDP. It is the Suppliers responsibility to ensure the account set up in Jaggaer is in the correct company name. For example, if the name has been set up incorrectly or the business has had changes to its organisation we recommend the following: Incorrect Name (such as typo) - Contact Jaggaer via the help options (seen on page after logging in) and explain that the details are incorrect and provide correct details. Company organisation Changes - 2 options: Note: Audit trails need to be maintained in Jaggaer which makes it difficult to allow changes to business that have had significant changes such as merges of businesses or been purchased by other organisations. Option 1: Create a new account with new name (preferred). Option 2: Current account - Contact Jaggaer via the help options (seen on page after logging in) and provide details of the changes (such as a company name change document from companies house). Tenderers must also be registered on Jaggaer, as all tender activity will be conducted through this system. The Tenderer is responsible for ensuring that its Jaggaer account is set up in the correct company name and that all information is kept up to date. Jaggaer can be accessed via https://nhssupplychain.app.jaggaer.com The Authority estimates that, in the first 12 months of the Framework, the total value of purchases will be approximately £125,000,000 excluding VAT. Over the full 48-month term, the estimated total value is approximately £500,000,000 excluding VAT. These values are indicative only and do not constitute any guarantee of business with successful Tenderers. The following requirements are anticipated to apply but are not exhaustive and may be updated in accordance with applicable legislation and/or relevant guidance (please refer to the requirements set out in the ITT): • ISO Certification Tenderers must hold ISO 9001: 2015, ISO 13485:2016 or Medical Device Single Audit Program (MDSAP) certification, accredited by the United Kingdom Accreditation Service (UKAS) or internationally recognised equivalent. The certification must cover all relevant elements of the Tenderer’s and the product(s)’ supply chain, including (but not be limited to) sales, manufacturing, storage and distribution. Acceptable UKAS alternatives are listed at: https://global-aci.org/en/full-members • CE Certification and Declaration of Conformity Where applicable, valid CE Certification and Declarations of Conformity must be submitted at the tender submission stage. • Modern Slavery Statement Tenderers with an annual turnover of £36 million or more must comply with the Modern Slavery Act 2015, publish an annually updated Modern Slavery Statement on their website, and provide a link to that statement. • Modern Slavery Assessment Tool (MSAT) Tenderers must have achieved an MSAT score of 41% or above within 12 months prior to the tender close date. The assessment results must be shared with NHS Supply Chain via the ‘share’ function on the Supplier Registration Service (SRS) Portal, available at: https://supplierregistration.cabinetoffice.gov.uk • Third-party Audit Tenderers must provide evidence of third-party social audits for manufacturing facilities supplying products under the Framework. Audit requirements are expected to include assessment against forced labour risks, including the 11 International Labour Organisation (ILO) Forced Labour Indicators. NHS Supply Chain continues to review its responsible sourcing approach and, as such, third-party audit requirements may be developed further during the procurement process. Further details will be provided within the ITT documentation. • Evergreen Sustainable Supplier Assessment Tenderers must have completed the Evergreen Sustainable Supplier Assessment and achieved Level 1 or above within 12 months prior to the Tender Close Date. Guidance and access are available at: https://www.england.nhs.uk/nhs-commercial/central-commercialfunction-ccf/evergreen • Carbon Reduction Plan (CRP) Tenderers must provide a valid Carbon Reduction Plan (CRP) link on their website that meets the requirements of PPN 006. • Cyber Security Tenderers that handle patient or personal data, or provide IT systems, services, or devices, must either: • hold a valid Cyber Essentials Plus Certificate; or • where the Tenderer does not have a Cyber Essentials Plus Certificate, submit a completed Information Security Third Party Questionnaire (ISTPQ). • Distribution Agreements If tendering as a Distributor, the Tenderer must provide written evidence from the relevant Original Equipment Manufacturer(s) (OEM) confirming that they have rights to distribute goods for the Term as defined in the Framework Agreement Award Pack. If the Term is extended, Distributors must provide further written evidence from the OEM confirming that they have rights to distribute goods for the remaining Maximum Term as defined in the Framework Agreement Award Pack.

York and North Yorkshire Combined Authority - North Yorkshire Police covers the largest geographical area of any Police force in England and Wales. The Road Policing Group is tasked with patrolling over 6000 miles of roads within the county and does so using Officers in high-performance cars and on motorcycles. The motorcycle officers perform duties ranging from road patrols, casualty reduction operations, collision investigation, VIP and Royal escort duties, abnormal load escorts, and supporting national and international sporting events. They are regularly deployed on Mutual Aid to other Police forces in support of high-profile events such as the funeral of HM Queen Elizabeth II and the Coronation of HM King Charles III. They often operate in full view of the world’s media at such events and as such their equipment and clothing must reflect the occasion. The use of high-performance motorcycles requires that the clothing worn must provide the highest standards of protection whilst remaining functional. The motorcycles used are both marked and unmarked, there must also be flexibility to operate in both high-visibility and more low-key appearance. North Yorkshire Police are seeking the provision of Motorcycle PPE to provide reliable and effective personal protective equipment for Police motorcyclists. Motorcycle officers are vital to the effectiveness of 24-hour operational policing, hence, the need to have suitable protective equipment is imperative. The specification describes the requirements for two-piece motorcycle suits which will provide the best protection available whilst also allowing the end users to carry out their duties.

Planning | Find A Tender Service | Medical Examination Gloves

SUPPLY CHAIN COORDINATION LIMITED - Supply Chain Coordination Limited (“NHS Supply Chain”) intends to procure a National Framework Agreement for the supply of Medical Examination Gloves including but not limited to: 6N Examination Gloves: 6N Nitrile Exam Gloves Examination Gloves Specialised Vinyl Examination Gloves Latex Examination Gloves Following further review of the category strategy, market landscape, and customer requirements, it has been concluded that Medical Examination Gloves and Surgical Gloves will be procured through separate frameworks. NHS Supply Chain is assessing the most appropriate procurement approach, including the possible establishment of a Dynamic Market and the tendering procedures that may be used for future contract awards. Jaggaer can be accessed via https://nhssupplychain.app.jaggaer.com The Authority estimates that, in the first 12 months of the Framework, the total value of purchases will be approximately £85,000,000. Over the full 48-month term, the estimated total value is approximately £250,000,000 These values are indicative only and do not constitute any guarantee of business with successful Tenderers.

Tender | Find A Tender Service | The Supply of Combat Garments - RN FR

LEIDOS SUPPLY, LIMITED - Team Leidos are proud to be delivering the logistics commodities and services transformation (LCS(T)) Delivery partner contracts (LCS (T)/0001 dated 16.4.2015) on behalf of the UK Ministry of Defence (MoD) (the ‘Prime Contract’). Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together ‘Team Leidos’). This requirement is subject to the Public Procurement Regulations and respective advertising action. The Defence Clothing Team, which forms part of Leidos Supply Ltd. is considering the potential requirement for the supply of Combat Garments - RN FR on behalf of the UK MoD. The total estimated value for this Framework Agreement will be between £29,548,000 and £73,869,000. The agreement will have an initial term of 5 years (60 months) with an option to extend incrementally for up to a total period of 1 year (12 months). In addition, please note that as a framework agreement there is no guarantee of business. If this is of further interest, please register on our eProcurement system, Jaggaer: https://leidos-supply.app.jaggaer.com Bidders will be able to register on the system, and once registered they can express their interest and complete their bid on there. Should Bidders have any queries regarding the system, please contact the support team on the front page of the Jaggaer website, where it says 'Need assistance?', for help. Anyqueries regarding the tender itself, as opposed to the system, should be directed through Jaggaer's messaging centre. This procurement follows the withdrawal of an earlier tender exercise (where market engagement was carried out as part of that tender exercise). Whilst the intention had been to resume the current procurement, this is not feasible within the structure of the original tender exercise and so Team Leidos determined that re‐starting the procurement, rather than un‐pausing the previous exercise, was the most appropriate approach in accordance with the Procurement Act 2023. No further preliminary market engagement has been carried out in advance of the re‐issued procurement, and accordingly no Preliminary Market Engagement Notice has been published, as permitted under sections 16 and 17 of the Procurement Act 2023.

Planning | Find A Tender Service | Child Poverty Strategic Partnerships

Department of Health & Social Care - Introduction • This information note, along with the accompanying details, is being publicly shared via Find a Tender Service, making it accessible to all organisations in the market. • The purpose of this market engagement is to identify one or more partners who can work with the Department to help improve health outcomes for children living in poverty in England. • DHSC is specifically looking at collaborating on a “value in kind” basis with potential partners to deliver on the aims of the Child Poverty Strategy (https://assets.publishing.service.gov.uk/media/696646bc99fbdc498faecd98/child-poverty-strategy.pdf), published in December 2025. There is no dedicated funding available for a strategic partnership in this space. This is not a public procurement exercise, nor a paid partnership or sponsorship opportunity and as such it will not lead to the award of a “public contract” as defined in the Procurement Act 2023. While Find a Tender Service would ordinarily be used in connection with a public procurement exercise, this is not the case here as it is being used to have a wide reach to the market. • The questionnaire will close for responses at 23:59 on Monday 3rd August 2026. Responses after this time will not be accepted. • DHSC will progress up to ten proposals that satisfy the criteria set out on page 3 of this notice. The final number of proposals selected will be based on the scoring methodology described herein, with those achieving the highest scores invited to enter negotiations. • Participation in this process does not create any obligation on either party to enter into a formal partnership or agreement. • DHSC recognises that organisations may wish to combine complementary skills, resources or experience by forming a consortium. We encourage strategic partnership proposals from consortia where they strengthen capability, capacity or coverage. Organisations submitting a consortium proposal must nominate a lead organisation to submit the proposal and act as the single point of contact. They must also clearly outline the consortium membership including the roles, responsibilities and contributions of each consortium member. • There are four scored questions for potential partners to answer. Each refers to key aspects of the partnership needs set out in Strategic Partnership Needs section of this notice. Each question will be scored on a scale of 0-4 which is set out below: Score Justification for Awarding Score 0 - The response does not demonstrate an understanding of the partnership needs and provides no confidence that the partnership needs will be delivered. 1 - The response meets elements of the partnership needs but raises concerns across several significant areas. There are reservations because the response shows: Some misunderstandings of the partnership needs, and a low level of information and detail provided. It provides insufficient confidence that the potential partner’s proposal will meet and deliver the partnership needs. 2 - The response broadly meets what is expected for the partnership needs, but there are some areas of concern. The response therefore shows: A reasonable understanding of the partnership needs with an acceptable level of information and detail provided. It provides reasonable confidence that the potential partner’s proposal will meet and deliver the partnership needs. 3 - The response meets what is expected for the partnership needs in all material respects, with no areas of concern. The response therefore shows: A good understanding of the partnership needs, and a good level of information and detail provided. It provides good confidence that the potential partner’s proposal will meet and deliver the partnership needs. 4 - The response exceeds many aspects of the partnership needs. There are no areas of concern. The response therefore shows: A very good understanding of the partnership needs, and very good level of information and detail provided. It provides a high degree of confidence that the potential partner’s proposal will meet and deliver the partnership needs. The response goes beyond partnership needs in some areas with evidence of added value beyond what was expected. In addition, the following criteria will be considered when scoring responses: Acceptability: Alignment with Child Poverty Strategy Practicability: Feasibility of partnership Effectiveness: Expected impact Side effects / safety: Alignment with DHSC policy Innovation: Level of ambition Political alignment: Alignment with political priorities Background and Scope Child poverty in the UK has increased by 700,000 since 2010/11, with 4 million children now living in poverty and 1 million having used foodbanks within the last 12 months . Tackling child poverty is central to this government’s mission to remove barriers to opportunity and raise the healthiest generation of children ever. Our Children, Our Future: Tackling Child Poverty Strategy (https://www.gov.uk/government/publications/our-children-our-future-tackling-child-poverty) sets out immediate actions to reduce poverty and the long-term foundations needed to change its trajectory. As part of the Strategy, DHSC has committed to explore how industry and government can better work together to address the health impacts of child poverty (page 92). Scale of the problem: Child poverty is a wider determinant of health and can be a risk factor for worse physical and mental health outcomes , Evidence shows that exposure to poverty during childhood is associated with worse physical and mental health outcomes . These health inequalities may manifest differently throughout pregnancy, the early years, middle childhood and adolescence: • Pregnancy: Health behaviours and risks often begin before pregnancy . Poverty increases the risk of low birth weight and infant mortality. • Early years (0-5 years): At ages four and five years, obesity prevalence and tooth decay are strongly linked to deprivation. Children on free school meals are less likely to be school ready at age five years. • Middle childhood (5-11 years): Children from less affluent families are least likely to be active . By age 10-11 years, children in the most deprived areas are twice as likely to be obese • Adolescence (11-18 years): Risky health behaviours often begin during adolescence. Poverty is usually measured at individual or household level whereas deprivation uses area-based measures (typically using the Index of Multiple Deprivation). Inequalities in health outcomes can be measured in different ways. In some cases, health and poverty metrics data are not measured together, so other measures like area-based deprivation or the family’s socioeconomic status are used. While area-based deprivation metrics can help identify need, they do not capture all children experiencing poverty. This work therefore focuses on children living in poverty across England, regardless of location. We have heard from young people, parents and wider stakeholders through early market engagement exercises that: • Poverty has an impact on ability to access healthy food, affordable transport, housing quality and lack of outdoor spaces that support physical activity. • Financial, job insecurity, and debt pressures can place additional stress on families experiencing poverty. • There is limited access to learning opportunities and education for families in poverty, as well as low health literacy and awareness, which can act as barriers to health improvement. We are looking for scalable solutions that address the wider determinants of health associated with child poverty. Solutions should focus on: • Mitigating impacts of the cost-of-living crisis, to enable families to live healthy lives and make healthy choices. This includes equitable access to affordable and nutritious food, cooking equipment, leisure activities and transport. • Adequate mental health, education and developmental support provision, including addressing stigma, raising awareness of existing support and eligibility. Educational and developmental support could include life skills such as cooking and diet, budgeting and financial literacy. Following the market engagement event hosted by DHSC on Wednesday 15 April 2026, this notice is an invitation to submit a proposal to collaborate with DHSC and contribute to innovative, impactful solutions to improve the health of children living in poverty. Please complete questionnaire to submit a proposal: https://forms.office.com/e/SnUJi1QCJF Whilst this engagement focuses specifically on the wider determinants of health associated with child poverty, opportunities to support the broader Children and Young People (CYP) health agenda are expected via the CYP Modern Service Framework (MSF), which is being developed by NHS England. The CYP MSF is intended to support the NHS and system partners, including public health and local government, to ensure all children receive timely, high-quality care and support when they need it, while improving performance and efficiency across the health system. Engagement relating to the CYP MSF will be conducted by NHSE and does not form part of this market engagement exercise.
