NHS England - Early Market Engagement Notice Foreword NHS England is exploring collaboration opportunities with stakeholders from the private, public and voluntary, community and social enterprise (VCSE) sectors who are interested in helping to improve the health and life chances of babies, children and young people. Prior to formally launching this opportunity, we are hosting a virtual engagement forum on Tuesday 6th October, 15:30 – 17:00. This will be a chance for organisations to learn more about our ambitions, feed into the development of our approach and discuss any ideas and suggestions they may have to collaboratively improve the health of children and young people. NHS England recognises the Department of Health and Social Care has recently launched a Child Poverty Market engagement notice https://www.find-tender.service.gov.uk/Notice/062438-2026 . While there are some shared themes, the two initiatives have separate objectives. The DHSC programme is focused specifically on child poverty, whereas this market engagement seeks to explore a broader range of opportunities to improve outcomes for babies, children and young people. Since this is neither a call for competition nor a procurement, for administrative and technical reasons, it's been assigned a monetary value of £0.

Warwickshire County Council - Warwickshire County Council currently commissions external graphic design services through an existing framework arrangement that is due to expire at the end of 2026. As the Council's communications needs have evolved, there is now a requirement for a broader range of creative and content services, including graphic design, video and film production, photography, copywriting, campaign development, and animation. The Council is therefore exploring the establishment of a new Creative and Content Services Framework to support these requirements. Prior to commencing any procurement activity, the Council is undertaking preliminary market engagement to seek feedback from organisations with expertise in these service areas, particularly in relation to the proposed framework structure and lotting arrangements. Feedback and responses received will assist the Council in refining its approach, understanding market capability and capacity, and identifying any potential barriers to participation. This exercise is being conducted solely to gather market intelligence and does not form part of any formal procurement process. Participation in this engagement will not confer any advantage in any future procurement opportunity.

Tender | Find A Tender Service | Class 331 Heavy Maintenance infrastructure upgrade Allerton TCC

Northern Trains Limited - Scope of Works: The supplier shall provide facilities capable of supporting the Heavy Maintenance re-quirements of the Class 331 fleet. The Class 331 Heavy Maintenance programme needs to start no later than 1st March 2028 to ensure that the Heavy Maintenance activities can be undertaken within the required maintenance schedule of the fleet and ensure it does not have a detrimental impact on customer rail services. - All design, construction, EIS, handover and training is required to have been completed in advance of the 1st March 2028. A high level programme is to be generated by the contractor as part of the tender process A key part of this programme is the replacement of bogies across the fleet, which needs to happen in an efficient way to maintain programme. 4-road at Allerton has been iden-tified as the location where this work will take place. To undertake bogie change re-placement on 4-road, the following items will need to be installed/addressed: · Installation of a vehicle jacking system capable of lifting 3 x class 331 vehicles in a synchronized manner without the need for splitting/decoupling the units. The system shall also be capable of jacking single and two car units. · To facilitate the vehicle jacking system, there will be a need for the supplier to ensure that the floor is capable to safely withstand the expected loads when jacking a Class 331, and that the floor is suitably level and flat for the jacks. Sur-veys will be required in order to validate this. · The supplier shall ensure that the jacks are interlocked with the Depot Protec-tion system so that no rail vehicle movements can take place unless jacks are in the stowed/birthed position. · The design shall ensure that there is adequate clearance for personnel to safely walk around the jacks in both operational and stowed positions. The preference is for the jacks to be mounted on rails and be compact to maximise clearance around the jacks. · Road 4 pits and floorings shall painted. · Circa 30m x 1.5m along road 4 has a side pitted area. As part of this work there would be a need to bring the height of these side pits to be level with the adja-cent flooring in order to accommodate the jacks and facilitate easy removal of jacks if required. This area should be reinforced throughout to enable jacking of any class of vehicle. As per design development a barrier should be considered between road 4 and 5 along this section to prevent the risk of falling from height from road 4 into the side pit of road 5, this cannot be of detriment to operations on adjacent road. · There is currently roof access equipment and a crane situated along road 4. NTL would like to retain this equipment. The expected positions of the jacks on road 4 have been marked out and it is not expected that the jacks would foul with these items of equipment. However, there will be a need for the supplier to vali-date that during lifting operations that the train is adequately clear of the roof ac-cess equipment. The supplier should make provision for modifications to the roof access equipment to ensure adequate clearance is achieved. · Once vehicles are lifted, the bogies would be rolled by hand along the rail to ei-ther end of the shed where a forklift will be used to lift the bogies and transfer to a storage location. There will be a need for the supplier to design and build a level concrete hardstanding to be extended on both ends of the shed in order to support the safe lifting of bogies by a forklift and the transfer of components from the hardstanding on road 4 to an identified storage location. · Storage for a minimum of 12 bogies in total, to be segregated into “clean” and “dirty” bogie storage. The ability to store 16 bogies in total should be explored within the designated area, to provide potential future capability. The identified location for storing the bogies is shown in the image below. · A battery forklift truck is proposed to be used. The supplier is required to work with NTL to identify a suitable fork lift truck. The supplier shall design and build a covered storage area for the Fork Lift Truck, with battery charging facilities. · A swept path analysis shall be undertaken for Fork Lift truck operations from the pick up position at the rail, to the storage location of bogies. The supplier shall check that there is adequate clearance and that floor loadings are acceptable throughout, inclusive of any RRAPs, manhole covers, general road surfacing. · The supplier shall undertake a Hazid review of the Fork Lift truck movement around site with the movement of components to ensure that any hazards are identified and mitigated where required. The solution delivered shall: · Support the HM331 maintenance strategy. · Support bogie change activities. · Support vehicle lifting and jacking operations. · Support heavy component replacement activities. · Maintain depot operational functionality during construction wherever reasona-bly practicable. · Comply with all relevant statutory and railway standards. · Provide a safe working environment. · Minimise future maintenance liabilities. · Facilitate efficient maintenance operations. · Be demonstrably operable, maintainable and safe. · Allow future flexibility where reasonably practicable.
Southern Universities Management Services (SUMS) - The purpose of this Preliminary Market Engagement (PME) procedure is to assess the viability of a framework agreement for bursary services. Initial thinking includes three potential Lots as follows: Lot 1: Bursary payment services - Where the supplier handles payments to qualifying individuals on behalf of the member organisation. This Lot is likely to have applications to the wider public sector membership, where bursary and hardship payments are made. Lot 2: Credit bursary services - Where the supplier offers a wide range of products that support education (eg. books, equipment, tech) and qualifying individuals are credited with an amount to spend as they require. Lot 3: Bursary management services - Where the supplier offers a service to assess whether or not individuals qualify for bursary payments in line with the policies of member organisations. The expectation is that a resulting framework agreement would be available to all members of the regional consortia that comprise UKUPC (APUC, HEPCW, LUPC, NEUPC, NWUPC, SUPC, TEC, and TUCO). Members sit across the public sector and include Higher Education Institutions, Schools and Colleges, Government Departments, Local Authorities, Charities, Housing Associations, NHS Trusts, and others.

The appointed supplier will provide a managed print and design service supporting operational policing, corporate communications, community engagement, recruitment, training, crime prevention and public awareness campaigns. The service will be available Monday to Friday throughout the year (excluding public holidays) and must be capable of responding to urgent requirements where necessary. The scope of the contract includes, but is not limited to: - Account management; - Design consultancy and graphic design services; - Artwork preparation, typesetting, proofing and pre-production services; - Digital and lithographic printing; - Finishing services, including binding, laminating, folding and trimming; - Production of accessible print formats; - Supply of printed materials, including leaflets, brochures, posters, banners, signage and large-format products; - Production of operational and administrative forms, including NCR/carbonless forms; - Supply of branded and promotional merchandise; and - Packaging, fulfilment and delivery services. The Authority seeks a supplier that can deliver high-quality services, value for money, responsive customer support, sustainable solutions, robust information security and continuous improvement throughout the contract term. The requirement will be procured as a single contract and has not been divided into lots. The Authority considered dividing the requirement into separate lots, including design, print production, large-format printing and branded merchandise. Following assessment, a single supplier model was considered operationally, technically and commercially advantageous, providing: - Consistent brand management and quality assurance; - A single point of contact and streamlined contract management; - Efficient handling of urgent and ad hoc requirements; - Improved integration across design, print, fulfilment and delivery activities; and - Enhanced performance monitoring and reporting. The contract will be awarded for an initial period of three (3) years, with options to extend for up to a further two (2) periods of twelve (12) months. The estimated annual value of the contract is approximately £57,000 excluding VAT. This estimate is based on historical demand and does not constitute a guarantee of future expenditure. Actual spend may increase or decrease during the contract term. The Authority considered the need for preliminary market engagement and concluded that it was not required. The print and design market is mature and well established, and the Authority has sufficient knowledge of its requirements based on previous procurement and contract management experience. The requirement is not considered novel or complex, and sufficient market competition is expected. How to Apply All expressions of interest must be submitted via the Warwickshire Police In-tend portal: https://sell2.in-tend.co.uk/blpd/home Suppliers must register on the portal to access the procurement documents. All clarification questions must be submitted through the correspondence function within In-tend. Full details of the procurement process, evaluation methodology, specification and contract conditions are contained within the procurement documents. This procurement is being conducted as a Competitive Flexible Procedure in accordance with the Procurement Act 2023. The Authority reserves the right to amend the procurement timetable or process where permitted by law, manage conflicts of interest in accordance with its governance procedures, and not to award a contract as a result of this procurement exercise.

Planning | Find A Tender Service | Print Services Framework

Transport for Greater Manchester - Transport for Greater Manchester (TfGM) is seeking to establish a multi-supplier framework for the provision of print services to support a wide range of operational and customer-facing requirements across the organisation. TfGM is responsible for delivering the Bee Network - an integrated, accessible and customer-focused transport system for Greater Manchester. As part of this, we produce a high volume and wide variety of printed materials that support passengers, promote services, and enable the effective operation of the network. This procurement is intended to ensure that these materials are delivered consistently, efficiently and to a high standard, while enabling TfGM to work with a range of suppliers, including local providers, where appropriate. The TfGM Design Studio operates as an in-house creative and production service, responsible for the development and delivery of campaigns, passenger communications and branded materials across the Bee Network. The Studio plays a key role in ensuring brand consistency, quality and value for money, working closely with internal stakeholders and external suppliers to deliver work at pace and scale. Through this framework, TfGM is seeking to appoint multiple suppliers to deliver print production services across three core areas: - Small and large format print, ranging from low-volume, ad hoc jobs to high-volume production runs - Exhibition print and production, from small portable assets through to large-scale installations (including installation where required) - Bus timetable and passenger information materials, requiring accuracy, durability and consistency across the network The framework will primarily cover print production and fulfilment. While design services are not in scope, suppliers will be expected to work closely with the TfGM Design Studio to ensure that final outputs meet specifications and brand standards. TfGM requires suppliers who can demonstrate: - High-quality print production across a range of formats and materials - Flexibility and responsiveness to varying volumes and turnaround times - Competitive pricing and value for money - Sustainable print practices and materials where possible - The ability to support efficient ordering processes, with on-demand or digital ordering solutions considered advantageous This framework aims to create a flexible and reliable supplier base capable of supporting both day-to-day operational needs and larger programmes of work as the Bee Network continues to evolve.

Planning | Find A Tender Service | Request for Information (RFI) Scanning and Digital Print Suite

NHS Business Services Authority - The NHSBSA is a Special Health Authority and an Arm’s Length Body of the Department of Health and Social Care. We provide a range of critical central services to NHS organisations (our ‘clients’), NHS contractors, health bodies, patients and the public (our ‘customers’) One such central service to the NHS is the in house Scanning Service and Digital Print Suite. The RFI will be split into two Lots as we understand that market operators may have specialisms within one or both service areas thereby providing the greatest opportunity to gather market information on both services. Organisations are able to complete the RFI for either Lot 1, Lot 2 or both Lots dependant upon their capability. Lot 1 will detail the Digital Print Suite: The NHSBSA currently operates a digital print suite which produces over 4.4million letters per year (data taken from April 2025 – March 2026). The letters are on behalf of internal BSA services such as: Prescription Exemption Checking Service (PECS); Dental Exemption Checking Service (DECS); Prepayment Certificate (PPC); Low Income Scheme (LIS); Dental Services; Medical Exemptions (MEDEX), NHS Pensions, NHSBSA Finance, Direct Payments to Contractors (DPC); Prescription Services; Adult Social Care; Healthy Start; Ophthalmic; EIBBS and; Various print requirements for NHS Counter Fraud Authority who are an external organisation to the NHSBSA Of this total, 2.5 million letters were generated for PECS and DECS, with associated enveloping, and postal costs. The letters are all A4, printed double sided and in general are black/white printed – occasionally a colour print is required. They are collected unsorted by Royal Mail and Whistl from site daily – going out 2nd class A3 envelopes. On occasion some letters may need to go 1st class or traceable. There are some A4 envelopes used too. In addition, the team produced over 3,000 ad hoc print items for internal NHSBSA teams which included certificates, posters, handouts, leaflets, calendars, and user manuals, often requiring specialist specifications such as card stock, non-standard paper, colour printing, and binding. Additionally some items are printed onto coloured paper. Lot 2 will detail the Scanning operations. Prescriptions Scanning The Prescription Scanning service manages preparation, and scanning for over 12,000 contractors, including: English Pharmacy (EPHM); English Dispensing Doctors (EDDR), English Appliance Contractors (EACN), Personally Administered Medicines (PADM), private accounts, Island services, MOD, and Out of Hours providers. There are 12000 + boxes/envelopes etc are delivered by a number of couriers each month to site the NHSBSA where they are receipted, opened, identified and logged. After the accounts are logged they need to be prepared for scanning as they often arrive in a way that require attention to maximise the efficiency of scanning. This requires identification that the account number submitted is correct or the prescriptions (A5) in the box – sorting into groups (exempt from payment/chargeable) plus prescription form types (eg some forms are A5 and some larger to accommodate more clinical and reimbursement type information. (Please note prescriptions and prescriptions tokens which we require to be scanned are unique We believe the weight of the paper used for both documents to be between 55 and 70 gms.) Once prepared for scanning the account/batch is taken to the scanner for image capture utilising different headers/identifiers for each of the groups. Following scanning as agreed with the DHSC the paper copies are stored for 6 months before being securely destroyed to shred level P3 Historical volumes of prescription scanning is set out below: Docs all areas 2024/25 = 395,243,239.00 Docs all areas 2025/26 = 375,751,782.00 Other Scanning Document Scanning provides digitisation services to both internal NHSBSA teams and external NHS and none NHS organisations. We provide an end-to-end collection, receipt, preparation, scan and destroy solution which incorporates a high level of customer engagement and satisfaction (shown in CSAT scores). We work with each client offering a SME consultation to design the right scanning job for the customer to meet their needs. Regular contact and review meetings throughout the programme of works with a built-in quality assurance process. Internal scanning circa 3 - 4m docs per year external scanning circa 9m in 2024/25 & 3m in 2025/26 At this stage the Authority is seeking high-level input to enable us to assess the market and to inform any future procurement strategy to ensure compliance with The Procurement Act 2023 and/or the Public Contracts Regulations 2015 as the case maybe. Interested parties must register an interest in this RFI via https://health-family.force.com/s/Welcome (search opportunities using system reference C456761).
