Department of Health & Social Care - The Department of Health and Social Care (DHSC) is undertaking preliminary market engagement in relation to the future delivery of the Health Survey for England (HSE) 2028-2031. HSE is the principal national survey used to measure and monitor the health of people living in private households in England and provides nationally representative information on health status, health-related behaviours, long-term conditions, disease prevalence and health inequalities. DHSC is seeking feedback from potential suppliers on the proposed procurement approach and draft specification for the end-to-end delivery of HSE from the 2028 survey year onwards. The requirement covers the design and delivery of the survey, including survey development, sampling, participant recruitment, mixed-mode data collection, physical and biological measurements, laboratory services, data processing, statistical analysis, reporting, publication support and data archiving. The successful supplier will be expected to support the continued delivery and modernisation of HSE, including a phased transition towards an online-first mixed-mode approach, whilst maintaining data quality, representativeness, inclusivity and continuity with the established HSE time series. The contract is expected to commence on 1 July 2027 and will support delivery of the 2028, 2029, 2030 and 2031 survey years. Noting that the contract will have an end date of 31 July 2033 to complete all associated processing, analysis, reporting, publication support, data deposit, archiving, transition and exit activities. The proposed contract may include options for DHSC to extend the contract for delivery of an additional survey year (2032) and to commission additional services or activities related to the core requirement. Any option may be exercised at DHSC’s discretion, subject to need, funding and the terms of the contract.

This is to inform the market of the requirement and gather information and feedback from the market via a Supplier Questionnaire in advance of publishing a future tender. The Office of the Traffic Commissioner (OTC) requires an independent time and motion study to establish a robust evidence base for the time, effort and resources required to deliver its principal casework, licensing, tribunal, compliance, finance, correspondence and support processes. The study will identify the end-to-end elapsed time, active handling time, waiting time, rework, hand-offs and variation associated with agreed process families. It will distinguish productive activity from unavoidable delay and system or process constraints, analyse why variation occurs, and interpret the findings against actual and forecast workload. The resulting evidence must enable OTC to calculate the capacity and full-time equivalent resource required to deliver each process and the overall workload at agreed service levels. The study is not an assessment of individual employee performance. Results must be reported at process, role or team level and interpreted in the context of case complexity, statutory requirements, quality controls, reasonable adjustments, system performance and dependencies on other organisations. North East Scotland Regional Transport Partnership (Nestrans) - This project is being commissioned as part of a funding award to Nestrans from a 20 million GBP Scottish Government investment during 2026/27 as part of the Tackling Child Poverty Delivery Plan, which will support measures to address the affordability, accessibility and availability barriers of transport to employment, helping to address the cost of living crisis and child poverty by saving people money in travelling to work and opening up opportunities for employment and skills training that will increase household incomes. This funding is being distributed across the seven Regional Transport Partnerships (RTPs) and the 32 Local Employability Partnerships (LEPs) across Scotland. Nestrans has received a grant award of 985,809 GBP for the 2026/27 financial year out of a total award to the RTPs of 11 million GBP. This funding will help to deliver on national strategy (Bringing Hope, Building Futures: Tackling child poverty delivery plan 2026-2031) plus regional and local strategies. Getabout is the established mechanism that Nestrans and partners use when engaging with employers and the private sector regarding transport needs and travel behaviours across the region. The needs assessment will form a key part of Birmingham’s evidence-led approach to tackling domestic abuse, providing robust evidence of local need. The needs assessment should take the form of a well-evidenced written report, supported by a thorough compilation of both qualitative and quantitative data. It should provide a comprehensive and honest picture of the prevalence and response to domestic abuse across agencies within Birmingham, looking at changes over the past three years, expected changes in the next three years and any gaps or needs around new communities in the city. It must go beyond the duty set out by the Domestic Abuse Act 2021, which only represents the needs of those who require support in domestic abuse safe accommodation. The assessment we require will span across the continuum of domestic abuse, capturing need at prevention, support and crisis stages. This will include mapping the current domestic abuse pathways, across Criminal Justice services, Children Services, Health, Housing/Homelessness, Education, Adult Social Care etc. (this is a non-exhaustive list), to support Birmingham’s whole systems approach to supporting survivors of domestic abuse. The mapping will include commissioned and non-commissioned domestic abuse services, the exempt accommodation sector across the city and the associated pathways across this provision. The contract for the services will commence on 7th December 2026 and will be in place for a period of 6 months.

DEPARTMENT FOR ENVIRONMENT, FOOD AND RURAL AFFAIRS - Defra intends to run an open tender to procure a new contract for the ecological management of the Defra-owned Rhydymwyn Valley site near Mold, Flintshire, and is seeking Expressions of Interest from suppliers capable of meeting the contract requirements. Rhydymwyn Valley is a 35.5-hectare site of significant ecological, historic and community interest. It contains semi-natural broadleaf woodland, wetland, grassland, grassland-scrub mosaic, a traditional orchard, the River Alyn and historic structures, including listed buildings and two Scheduled Monuments. The successful supplier will manage and maintain the site’s habitats and wildlife on Defra’s behalf, deliver species monitoring and ecological surveys, maintain specified visitor routes and wildlife-related infrastructure, and provide professional advice on matters affecting the site. Delivery must reflect the site’s ecological management plan, legal protections, the sites two protected species licences, health and safety requirements and restrictions arising from its historic use and ground conditions. Key activities will include habitat management across wetlands, grassland, scrub, woodland, riverine habitat and the traditional orchard; management and monitoring of bats, birds, reptiles, amphibians (including Greater Crested Newts), butterflies, mammals and plants; control of invasive and noxious species; maintenance of the woodland trail, bird hide, bat and bird boxes, reptile refuges and other specified ecological features; and protection of listed buildings and Scheduled Monument areas through agreed vegetation management. The supplier will be expected to work collaboratively with Defra, the site’s facilities management provider, relevant statutory bodies, local stakeholder groups, specialist societies and volunteers. The coordination and appropriate expansion of volunteer involvement will form an important part of maintaining the site, supporting monitoring activity, engaging the local community and delivering value for money. The contract is expected to be let for an initial three-year term, with options to extend for up to two further one-year periods at the Authority’s discretion, subject to supplier performance, compliance with the specification and the continued requirements of the site. The contractor will be required to deliver planned habitat and species management, undertake monitoring and surveys, maintain appropriate records, and provide four written reports each year: two habitat management reports and two species monitoring reports. The contractor will also maintain and update relevant risk information, notify Defra promptly of significant incidents, ecological changes or departures from agreed practice, and provide recommendations and mitigations where appropriate. The successful supplier will be expected to provide effective contract and programme management, attend monthly meetings with the Defra Site Responsible Officer, manage staff, volunteers and any subcontractors safely, and maintain effective communication with Defra and site stakeholders. Performance will be managed through Key Performance Indicators covering conservation standards, species monitoring, habitat management, and health and safety risk management. Mental health is a broad area, but the importance of effective mental health crisis support for children and young people has been outlined in both the ‘Mental health and wellbeing strategy 2025 to 2035’, and the ‘Suicide prevention and self-harm: strategy and delivery plan’ for Wales. Across the 6 Local Authorities and in the Health Board (Betsi Cadwaladr University Health Board) in North Wales we have seen an increase in volume of referrals but also the complexity due to the trauma that children and young people have experienced. In 2024 a joint report by the Health, Care, and Education Inspectorates in Wales highlights the need for improvements in mental health support for children and young people.

It provides advance notice that NHS England intends to establish an open framework using the competitive flexible procedure for the future procurement of Digital Primary Care General Practice Information Technology (GPIT) solutions, ahead of the publication of a tender notice. Digital systems are fundamental to the delivery of modern general practice services. NHS England's Digital Services for Integrated Care (DSIC) programme is improving digital products across care settings to support and enable an integrated care system, working with technology suppliers to deliver a choice of commonly assured, intuitive and innovative products and services. This framework will be key to this, as well as supporting commitments in the NHS 10 Year Health Plan (10YHP), national digital strategy, and the GP Contract’s digital requirements. For the purposes of this procurement, GPIT encompasses the digital solutions (products and services) that support the commissioning, delivery, administration and continuous improvement of general practice. This includes technologies used by clinicians, administrative staff, patients and commissioners to facilitate access to care, care delivery, clinical decision-making, service integration, population health management and operational efficiency. The technology used in general practice falls into two groups: core digital capabilities needed to deliver care, including the recording, management and access of patient health information (‘Foundation’ Electronic Patient Record solutions); and broader digital capabilities which provide clinical and operational support solutions to complement, extend or enhance the core digital capabilities (sometimes referred to as ‘Non-Foundation’ solutions). The Authority intends to establish a lotted open framework in accordance with section 49 of the Procurement Act 2023. It is anticipated that the framework will provide a simplified route to market for General Practice Information Technology (GPIT), enabling access to innovative digital solutions whilst securing value for money for the NHS. Llywodraeth Cymru / Welsh Government - The Welsh Government launched its Disabled People's Rights Plan on the 15th of December 2025. The Disabled People’s Rights Plan sets out a 10-year cross-government framework to advance the rights and opportunities of disabled people in Wales, removing societal barriers, and challenging the prejudice and discrimination they face. In line with the Public Sector Equality Duty to address the inequalities experienced by those with protected characteristics, the Disabled People’s Rights Plan directly targets the 670,000 disabled people in Wales who continue to experience inequalities and barriers across a range of areas, including in employment, education, healthcare, access to services, transport, housing, community participation and justice. The Plan was published alongside a supporting document that outlined the short-term actions to be delivered within the first two years up to the end of 2027. The Welsh Government has committed to delivering 67 short-term actions, which are aligned to achieving the outcomes that are set out in the Plan. These actions uphold the principles of the articles outlined in the UNCRPD and Welsh Government’s National Equality Objectives. Gambling Commission - Introduction and Background: The Gambling Commission is an executive non-departmental public body sponsored by the Department for Digital, Culture, Media and Sport. The Commission is responsible for issuing personal gambling licences for individuals and gambling operating licences for businesses operating in Great Britain and we are responsible for ensuring all licensed gambling is conducted subject to the following licensing objectives: • preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime • ensuring that gambling is conducted in a fair and open way • protecting children and other vulnerable people from being harmed or exploited by gambling. In January 2025, we published a consultation which proposed changes to our requirements on licensees, through the Gaming Machine Technical Standards (GMTS), Gaming Machine Testing Strategy (testing strategy) and the Licence Conditions and Codes of Practice (LCCP). This was in connection with the commitment in the April 2023 Gambling Act Review White Paper (*1) that set out that: “The Gambling Commission will conduct a review of its gaming machine technical standards. The review will include an assessment of the role of session limits across category B and C machines and the role of safer gambling tools. The review will consider the effects of any legislative change following the Gambling Act Review and, where appropriate, will consolidate the progress made so far by the industry on a voluntary basis.” In January 2026, we set out our position in relation to our proposal to introduce a licence condition to more effectively address non-compliant gaming machines (*2). The new licence condition came into effect on 29 July 2026. Our September response (*3) sets out our position in relation to all other proposals within the consultation published in January 2025. In line with fulfilling our 2024-2027 corporate strategy which includes evaluating the GAR White Paper commitments we are responsible for, the Commission will be conducting an evaluation of the changes arising from the consultation. As part of this evaluation, we are looking to procure qualitative research in land-based premises to be carried out between April 2027 and January 2029. We envisage this will be delivered across 2 or 3 waves of fieldwork. The first wave of fieldwork will be a pilot study to collect baseline data after the session definition is introduced, and to test the feasibility of the methodology; this data collection must be carried out after 30 March 2027 and be completed by 29 June 2027. The pilot study will also be an opportunity to trial approaches for the full fieldwork, to be carried out post-implementation from 30 June 2027 and should be used to inform the wider project’s design. Land-based fieldwork in gambling premises presents an exciting opportunity for the Commission to explore an often-underutilised methodology within gambling research; capturing the experiences and behaviours of consumers, and staff, of the policy changes in real-time and in live environments. This kind of data collection is especially powerful as it partly mitigates limitations of other qualitative approaches, such as surveys or remote interviews, which rely on consumer recall and accurate self-report. Ethnographic, fieldwork-based approaches can utilise in-person interviews or questionnaires and also incorporate methods such as observation in order to gain a more rounded view of participant experiences. We also welcome innovative or new approaches within relevant disciplines. Please note: This project will collect data to be triangulated within the Gaming Machine evaluation, it will not be carrying out evaluation itself or producing evaluation-related outputs. ------------------------------------------------------------------------------------------------------------------------------ Purpose of the Engagement: • Understand market capability to provide expertise and specialist research in land-based gambling across Great Britain; with a focus on qualitative and ethnographic methods within live, public environments that engage members of the public. • Explore indicative cost models for the pilot study and full fieldwork ------------------------------------------------------------------------------------------------------------------------------ Description of Requirements: Expertise and experience - Suppliers should have demonstratable experience with relevant methodologies, and past experience of delivering successful public-facing fieldwork in Great Britain in gambling, retail or hospitality premises. Especially strong bids would have experience conducting fieldwork in different contexts across multiple locations. Research requirements - Methodologies should be drawn from qualitative and ethnographic approaches and aim to capture consumer experiences and behaviour, in addition to staff experiences, relating to the policy changes; this could include interviews, questionnaires, and observational data, as examples. More innovative and original methodologies in the field are welcome; especially surrounding ethnographies, play-based research, place-based approaches, and research that has explored experiences of gaming machines. For example, methods could explore the experience of, and feelings about, limit setting functionality (Proposal 4) (*4) and its potential impact on consumer play. Depending on the chosen methodological approaches, relevant ethical approval(s) will need to be in place that follow the Commission’s Research Governance Framework (*5); including any relevant guidelines for conducting gambling research with human participants. Locations of premises included in the fieldwork should span city and rural areas; with geographical diversity in mind across England, Wales and Scotland; for example, covering city centre to costal locations. Researchers should also anticipate some fieldwork occurring outside of regular working hours, in order to capture different times of day and levels of business in relevant venues. There are four types of premises affected by the policy changes, and these should all be included in the research approach: Types of premises included in the fieldwork should include: - Casino - Adult Gaming Centre (AGC) - Bingo; this would include more traditional Bingo Clubs as well as high street Bingo premises - Betting Exact numbers of venues will vary depending on the methodological approach. We expect the pilot to cover less venues than the full fieldwork. The full fieldwork would ideally include 2 separate waves of data collection. In more detail, the approximate number of venues the pilot & full fieldwork would include: Please note this is anticipating an even split between Casino, AGC, Bingo and Betting premises. • Minimum: 16 venues • Expected: 24 venues • Ideal: 32 + venues These figures should be used to inform estimated minimum, expected and ideal costings. In addition to venue coverage, ideal, expected and minimum participant sampling numbers would be established in project set up and explored via the Pilot Study to ensure a diversity of perspectives are captured; including identities that are often under-represented in gambling research. Deliverables - Data will be shared in clear, appropriately anonymised formats. A short report accounting the methodological approach, ethics, and any lessons learned for the Commission, would also be produced for internal use and to inform the wider Gaming Machine evaluation. The vendor must comply with all relevant legislation, including data protection (GDPR) legislation. Timescale - The project will have natural periods of intensity and pause due to implementation timelines. Local Government Association (LGA) - The Local Government Association (LGA) is seeking a supplier to undertake a focused policy research project exploring the interaction between NHS Continuing Healthcare (CHC) and local authority adult social care. Recent evidence has highlighted growing concerns about the relationship between CHC decision-making, adult social care expenditure and the incentives created by current funding arrangements. ADASS's Spring Survey 2026 found that 75% of Directors of Adult Social Services reported an increase in the number of people presenting to adult social care who were, or previously would have been, eligible for CHC, while 84% reported that Integrated Care Board (ICB) disinvestment in CHC was contributing to adult social care overspending pressures. Research published by The King's Fund found that CHC eligibility rates have fallen significantly despite no change to the national eligibility framework, alongside substantial variation between different ICB areas. While CHC provides the primary lens for this project, the LGA is also interested in the wider question of whether current funding and accountability arrangements across health and social care create incentives that transfer costs and risks between organisations rather than supporting whole-system decision making. The LGA wishes to better understand: • How these issues are playing out locally • Whether current arrangements create misaligned incentives between organisations • The impact on local government, the NHS, people drawing on care and support, and unpaid carers • What reforms could improve alignment between health and social care funding and accountability. Commissions agreed before the contract end date may continue, provided each commission is completed within seven years of its start date. Following advice from legal counsel, and a literature review on the topic, the Sports Councils CEOs agreed that a full review is required. Norfolk County Council - As described in the preliminary market engagement notice (https://www.find-tender.service.gov.uk/Notice/054636-2026) dated 10 June 2026 and the planned procurement notice (https://www.find-tender.service.gov.uk/Notice/085054-2026) dated 8 September 2026, Norfolk County Council (the "Council") is formally launching a procurement using the Competitive Flexible Procedure under section 20(2)(b) of the Procurement Act 2023 (the "Procurement") (the "Act") for a highways and infrastructure professional services contract (the "Contract"). On the launch of this Procurement, the Council is seeking suitably qualified applicants (the "Applicants") capable of integrating with the Council's wider highways team, delivering high-quality professional services in the Norfolk geographic area, and structuring its approach to the delivery of the Contract in a manner which is pragmatic, innovative, and cost-effective. The launch of the Procurement follows a period of sustained preliminary market engagement during which the Council engaged with prospective bidders regarding: (i) the approach to the Procurement (including the timeline, dialogue sessions, and possible award criteria); and (ii) the proposed approach to the Contract and scope of services under it. The Council has designed a lean, dialogue-focused approach to the Procurement that leverages the full flexibility afforded to it by the Act. The Procurement is designed to ensure that the principles of delivering value for money, maximising public benefit, sharing information with Applicants, acting with integrity, and facilitating SME participation are built into every stage of the process. Further detail regarding the stages and requirements are contained within the Procurement documents which can be accessed through the In-Tend platform. Please note that all materials prepared and shared with the market during the preliminary market engagement phase are available on the In-Tend platform via the clarifications facility. A full breakdown of the scope of services forming part of the Contract is contained within the Procurement documents, including a draft scope made available with those documents. By way of illustration, the Council anticipates that the services required under the Contract, which will be carried out collaboratively with the Council's in-house teams, will include: • Highway design services, project delivery (including early contractor involvement and developing works orders), stakeholder engagement and consultation, and specialist expertise required for the development of highway maintenance, asset management, and capital improvement schemes • Major highway infrastructure and other design services (feasibility, preliminary and detailed including planning and other statutory approvals), through integrated design teams as well as wider resource provision (including necessary specialist resources) •Bridges and structures design and advisory services, including asset management, inspection and maintenance •Business case development, including in support of funding applications to funders such as the Department for Transport and Homes England (e.g., cost benefit analysis, carbon analysis, etc.) •Environmental and ecology services (including carbon assessment), archaeology and heritage advisory services •Travel and Transport planning advisory services (including strategic planning and travel planning services) •Intelligent transport services, future mobility services, and design and advisory services •Spatial planning (including master planning, planning applications, statutory services, carbon assessments and environmental impact assessments) •Maritime services (including supporting design and project delivery for coastal, harbour and river environments) •Flood and water management design and advisory services •Land, property and asset management advisory services •Economic development advisory services, including feasibility studies/assessments, strategic and project specific modelling, government engagement/lobbying, and associated reporting •Quantity surveying, costing, commercial and contract administration services •Development of tender documentation and tender evaluation support •Construction phase services •Surveys and investigations •Development research, and developer design and build agreement checks •Heat, energy, water and sewage advisory services •Waste services, including advice on residual waste, household waste recycling centres, waste facilities planning advice/application, permitting As many prospective Applicants will be aware, the Council prepared this Procurement within the context of local government reorganisation ("LGR") and devolution ("Devolution") and had proceeded on the basis that government was minded as part of LGR to reorganise the various Norfolk councils into three new unitary authorities. On 7 September 2026 the government withdrew that decision and announced a "rapid review" of its LGR programme in respect of Norfolk. With regards to Devolution, on 4 December 2025, the then Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it was minded to hold inaugural mayoral elections in May 2028. The current secretary of state said, in her statement of 7 December 2026: "The Prime Minister is really clear that the Government's ambition is to ensure that every area in England has, or is in the process of establishing, a strategic authority by the end of 2027, with strategic authorities in place everywhere by the end of 2028". The Council is keen to emphasise that, despite the announcement, prospective Applicants should be confident that, in launching this Procurement in this manner and at this time, it intends to address any future considerations which may arise as a result of LGR and/or Devolution in a collaborative, solutions-focused manner which, to the greatest extent possible, protects: (i) the delivery of the Contract in the Norfolk area; and (ii) the volume of work under, and the value of, the Contract, whilst at all times being respectful of the time and costs likely to be incurred by Applicants in competing for this Contract. The survey outputs would allow the GMCA and the 10 Greater Manchester local authorities to compare the data produced with historic stock condition data, based on type and level of hazards within the Housing Health and Safety Rating system. It would support Housing Strategies, Climate Action Plans, and Fuel Poverty actions, as well as assist the local authorities to comply with their duties under the Regulatory Reform Order 2002 and the integration of Public Health responsibilities into the Local Authority. The objectives of the potential model/survey are to understand the following: A. The overall stock condition of homes across Greater Manchester by house type, age and tenure of the home. B. Levels of minimum acceptable conditions as set out in the Housing Health and Safety Rating System. C. Estimation of the state of repair, modernity of internal living facilities and thermal comfort as set out in the Decent Homes Standard, however consideration should be paid to the status of the proposed standard. D. Levels of fuel poverty in line with the Government's current Fuel Poverty Strategy and emerging policy. E. How the stock condition across the 10 Greater Manchester local authorities compares with the Survey of English Housing Survey trends to establish to what extent conditions in Greater Manchester follows the national trend over the same period. F. Estimates of retrofit opportunities utilising the Net Zero Housing Retrofit Framework Agreement. G. Understanding levels of overcrowding. The outputs of the model/survey will be used for the following purposes: 1. As a key input into the Greater Manchester Health and Housing model. The data from the stock condition model will be combined with health data in a secure environment. The GMCA/NHSGM and the provider building the health and housing model will work closely with the successful provider to identify how best to integrate the data and note any caveats concerning the data. 2. Support the GMCA to identify locations which would benefit from retrofit interventions to support the 2038 carbon neutrality ambitions of the city region. Greater Manchester as part of the Integrated Settlement has a devolved retrofit budget which is key to meeting these ambitions. 3. Support the development of housing and retrofit strategy and delivery across the ten Greater Manchester local authorities. 4. Visualisation of the outputs on dashboards or similar to allow access to the outputs for decision makers and members of the public. What can and cannot be shared and the format can be negotiated. 5. Support the ten Greater Manchester local authorities to meet their statutory housing duties in regard to understanding the condition of housing stock in their area. This commission potentially contains 2 x elements which views are sought on: - A stock condition model/survey for the whole of Greater Manchester with breakdown of condition as low as possible - ideally address level. - Visualisation tool for the model and an ability for the social housing element to be interrogated and updated. The outputs for the model would need to be in a sharable format which the GMCA and partners can use for visualisation and modelling e.g. a CSV output. The output would be shared with the 10 x local authorities and the University of Manchester. The contract would be for a one off piece of work delivering the model and any associated visualisations. Two costs will be sought for the two parts of the commission and the GMCA reserves the right to commission either both parts of only one part. Project Background Climate change is increasingly affecting marine migratory species through changes in sea temperature, ocean productivity, habitat availability, ocean circulation patterns, species interactions and the frequency and intensity of extreme weather events (IPCC, 2022; Martay et al., 2023). These pressures may alter species distributions, abundance, migration routes and ecological relationships, with potentially significant consequences for biodiversity, ecosystem services and economies across the Caribbean Overseas Territories (OTs) and the Pitcairn Islands (IPCC, 2022; Martay et al., 2023). Evidence from marine vertebrates indicates that climate-driven changes in ocean conditions can alter migration timing, migratory routes, species distributions and access to suitable feeding and breeding habitats through changes in environmental conditions and prey availability (Kuletz et al., 2024). However, considerable uncertainty remains regarding how priority marine migratory species are likely to respond to future climate conditions and what these changes may mean for conservation and management (Martay et al., 2023). Previous JNCC work has reviewed available evidence on climate impacts affecting marine migratory species and identified a suite of priority species for further investigation. This work also highlighted the potential application of bioclimate vulnerability assessment approaches, which seek to combine information on species ecology, environmental change and climate pressures to better understand species vulnerability under future climate scenarios. However, uncertainty remains regarding the suitability of these approaches for the priority species and Territories, the data required to support their application, and whether resulting outputs would be sufficiently robust to inform management and decision-making. Previous work undertaken for St Helena, by Strathclyde University, explored ecosystem-based bioclimate vulnerability assessment approaches to project biomass declines in the marine protected area food web due to climate change (Olher et al., 2026). This study should consider the extent to which this and similar approaches may be applicable to priority species within the Caribbean Overseas Territories and Pitcairn. While bioclimate vulnerability assessments represent a promising approach, a range of alternative methods of assessing ecological/biological impacts of climate change may also be relevant. These vary in their assumptions, data requirements, technical complexity, resource needs and intended applications. It is therefore important to understand whether the proposed bioclimate vulnerability approach represents the most appropriate option for the priority species and Territories, and whether sufficient evidence exists to support its implementation. However, the primary purpose of this study is to assess the feasibility of applying a suitable bioclimate vulnerability approach to priority marine migratory species, and new geographies, rather than to undertake a comprehensive review of assessment methodologies. Consideration of alternative approaches should therefore be targeted and proportionate, focusing on whether an alternative method would offer a materially stronger basis for future implementation. The next phase of work is therefore to undertake a feasibility assessment that builds on previous work while critically evaluating the suitability of the proposed approach in comparison with other relevant assessment methods. This will include reviewing methodological requirements, assessing the availability and suitability of biological, ecological, environmental and climate datasets, identifying key evidence gaps and technical constraints, and determining the level of confidence that could be achieved through future assessments. The study will provide an evidence-based assessment of the most appropriate approach or approaches for application to priority marine migratory species, what analyses could be undertaken using currently available information, and what additional data, expertise or investment would be required to support future implementation. The findings will inform future implementation decisions and provide a roadmap for any subsequent climate vulnerability or bioclimate vulnerability assessment programme, supporting climate adaptation, marine conservation and environmental decision-making across the Caribbean Overseas Territories and the Pitcairn Islands. 5. Project Objectives To meet the overall aims of this project (Section 2), the objectives are: Objective 1 Review the proposed bioclimate vulnerability assessment approach and assess its suitability for application to priority marine migratory species within the Caribbean Overseas Territories and the Pitcairn Islands. Objective 2 Compare the proposed approach against a limited number of relevant alternative assessment approaches and identify the most appropriate option(s) for future implementation. Objective 3 Assess the feasibility of implementing the recommended approach for a priority list of marine migratory species supplied by JNCC. Objective 4 Identify key evidence gaps, data limitations, uncertainties and resource requirements associated with future implementation. Objective 5 Develop recommendations and an implementation roadmap for any future climate vulnerability or bioclimate vulnerability assessment programme.

For people assessed as being at highest risk of serious harm or homicide, timely safeguarding interventions and effective multi-agency coordination can be critical in reducing harm and improving safety outcomes. South Wales Police and its partners currently deliver safeguarding through the Multi-Agency Risk Assessment Conference (MARAC) process. MARAC is a long-established mechanism that brings organisations together to share information, assess risk and coordinate actions for victims experiencing high-risk domestic abuse. It remains one of the most important safeguarding arrangements available to public services and plays a vital role in protecting some of the most vulnerable people in society. However, the current model is under increasing pressure. Across South Wales, more than 5,000 high-risk domestic abuse cases are managed annually through seven separate MARAC arrangements operating across Cardiff, Vale of Glamorgan, Rhondda Cynon Taf, Merthyr Tydfil, Bridgend, Neath Port Talbot and Swansea. Together, these arrangements account for approximately 44% of MARAC demand across Wales. Different governance structures, processes and operating approaches have evolved over time, resulting in variation in delivery, increasing administrative burden and challenges in maintaining consistency across the region. Demand continues to increase whilst cases become more complex. In some areas, approximately 70 cases may be discussed during a single weekly MARAC process, and concerns have been raised regarding delays between referral, discussion and action. National reviews, safeguarding investigations and wider research have highlighted issues relating to fragmented information sharing, inconsistent processes and delays in identifying and responding to escalating risk. South Wales Police, working alongside regional MARAC governance groups, the Office of the Police and Crime Commissioner and wider safeguarding partners, has identified an opportunity to explore whether a different approach could deliver faster, more consistent and more effective safeguarding outcomes. The challenge has been developed following significant stakeholder engagement and reflects a shared recognition that future approaches may need to move beyond the traditional meeting-based MARAC model. ________________________________________ The Challenge We are seeking innovative organisations to help South Wales Police and its partners explore how high-risk domestic abuse safeguarding could operate differently in the future. This challenge is intentionally outcome-focused and does not prescribe a specific technology, product type or delivery model. Betsi Cadwaladr University Health Board - Innovative solutions to improve participant assessment, triage support and progression following a positive FIT result Introduction Bowel cancer is one of the most common cancers in Wales, with over 2,200 new cases diagnosed each year , and early diagnosis remains one of the most important factors in improving patient outcomes. It is more common as people get older, with most cases diagnosed in those over 50. Bowel Screening Wales plays a vital role in identifying people aged 50-74 who might be at increased risk of bowel cancer, through the routine use of an at home stool sample kit, known as Faecal Immunochemical Testing (FIT) . Each year, more than 500,000 people are invited to participate in bowel screening, with around 12,000 participants receiving a positive FIT result and requiring further assessment and investigation. Following a positive FIT result, screening participants are informed to contact the national bowel screening administration team to make a mutually convenient appointment for a nurse-led pre-colonoscopy assessment. This assessment is predominantly undertaken by telephone and uses a standardised assessment form with questions designed to determine an individual's suitability for colonoscopy, identify clinical risks and ensure participants receive the support they need before further investigation. The assessment lasts between 30 and 60 minutes, depending on the level of complexity. Appointments are available Monday to Friday, 9am to 4pm, and this is currently the only option available to screening participants. The current process was established when the Bowel Screening Wales programme launched in 2008 and has remained largely unchanged since that time. Whilst the pathway continues to provide a safe and effective means of assessment, the environment in which it operates has changed considerably. Bowel Screening participation has increased, eligibility has expanded, workforce pressures have intensified and public expectations around digital access, communication and convenience have evolved. Bowel Screening Wales is therefore seeking innovative approaches that can support service modernisation, improve participant experience, improve the timeliness of pre-colonoscopy assessments and strengthen the ability of NHS Wales to meet future demand. ________________________________________ The Challenge Current pre-colonoscopy assessment processes remain heavily reliant on manual and telephone-based activity during routine office hours (Mon-Fri. 9-4pm). This can limit access for screening participants (especially those of working age), create pressure on specialist nursing teams, contribute to variation in waiting times and participant experience, and limit opportunities to make better use of participant information resources (i.e. current inability to signpost participants to digital resources and video content). We are seeking innovative solutions that can improve access to timely assessments, provide increased flexibility for participants to undertake an assessment, enables participants to have more control over their engagement with the service, including the possibility of them booking their own appointment slots following assessment. In addition, the innovation should have the ability to enable the screening programme to triage participants for appropriate investigations and stratify individuals for timely interventions based on clinical need following a positive FIT result. The challenge is outcome focused and does not prescribe a specific technology, product type or delivery model. Applicants are encouraged to propose the approach they believe will best address the challenge and demonstrate how their solution could be adapted, developed or enhanced to meet the needs of Bowel Screening Wales. We are not seeking to specify a single solution in advance. The purpose of this challenge is to support the development and demonstration of solutions that can address the underlying service need as described above whilst creating foundations for future improvement. Phase 2: Development and Real-World Demonstration This challenge is being delivered as a Phase 2 Contracts for Innovation competition. We are seeking organisations with existing technologies, products, platforms, or solutions that require adaptation, enhancement, or development to meet the needs of Bowel Screening Wales. Projects should support the development, refinement, and real-world demonstration of innovative approaches capable of improving participant assessment, triage and pathway management following a positive FIT result. The expectation is that solutions will be deployed and evaluated in a real-world setting where appropriate, enabling learning from practical implementation to inform ongoing refinement and future development throughout the project. Betsi Cadwaladr University Health Board - Stroke is one of the leading causes of disability in Wales and affects around 7,000 people each year. While survival rates continue to improve, many people experience a significant reduction in support once they leave hospital at a stage when rehabilitation remains critical to recovery and long-term independence. Around 45% of stroke survivors report feeling abandoned following discharge because they do not receive the support they need to recover well. The impact extends far beyond the individual. Variations in access to rehabilitation, follow-up support and community services can lead to poorer outcomes, increased carer burden, avoidable demand on health and care services, and significant societal and economic costs. Stroke currently costs NHS Wales approximately £220 million per year and the wider Welsh economy approximately £1.63 billion annually. Without intervention, these costs are expected to increase significantly. The challenge has been developed following extensive investigation across Wales involving clinicians, health boards, national leaders, stroke survivors, carers and the Stroke Association. This work has helped define the challenge, identify unmet needs, understand existing service variation and explore the current market landscape. The conclusion is clear: Wales requires innovative, scalable approaches that can strengthen recovery, improve experience, reduce feelings of abandonment and support more equitable outcomes beyond hospital discharge. The challenge aligns with the Welsh Government Quality Statement for Stroke, which places renewed emphasis on rehabilitation, recovery, person-centred care and ensuring that stroke survivors do not feel abandoned during their recovery journey. The Challenge We are seeking innovative solutions that can improve rehabilitation, recovery and long-term support for stroke survivors. Access to rehabilitation and follow-up support varies across Wales. As a result, outcomes can depend too heavily on where a person lives rather than on their clinical need. This challenge seeks innovative approaches that can improve equity of access and help ensure people can receive high-quality rehabilitation and recovery support regardless of geography, including those living in rural, remote, underserved and seldom heard communities across Wales. The challenge is outcome-focused and does not prescribe a specific technology, product type or delivery model. Applicants are encouraged to propose the approach they believe will best address the challenge and demonstrate how their solution could be adapted, developed or enhanced to meet the needs of NHS Wales and stroke survivors. We are not seeking to specify a single solution in advance. The purpose of this challenge is to support the development, demonstration and evaluation of innovative approaches that can improve recovery, reduce feelings of abandonment and create foundations for sustainable improvement across Wales. Particular consideration should be given to how solutions can improve access to rehabilitation and recovery support for people who may face barriers associated with geography, transport, service availability, digital exclusion, workforce capacity or being within a seldom-heard group. The challenge is not simply about providing more therapy. In contrast to a Phase 1 competition, focusing on feasibility, we are seeking organisations with existing technologies, products, platforms, services or rehabilitation approaches that require adaptation, enhancement, configuration or further development to address the identified needs of stroke survivors, carers and rehabilitation services across Wales. This challenge follows significant investigation and engagement to understand the problem, review evidence, define requirements and explore potential market solutions. Wirral Council - Wirral Council (the Council) is the local authority for the Metropolitan Borough of Wirral. The Council's Economy, Regeneration, and Housing Committee adopted the Neighbourhood Framework for Liscard: An Integrated Master Plan on 22 November 2021. The Masterplan is published on Wirral Council's website, and the vision is to create a Liscard town centre loved by local people where:  Everyone feels welcome;  People can live, work, and play;  There is a strong sense of local identity, and;  People can come together. Members of the Council's Policy and Resources Committee (the Committee) agreed on 12 July 2023 to declare the former Liscard Municipal Offices fronting onto Egerton Grove and the adjacent carpark accessed by Seaview Road and behind businesses fronting on to Seaview Road and Liscard Village (the Site) surplus to requirements (further context on the Site is set out below). The Committee also gave authorisation to progress a procurement process to secure a development partner for the sites' redevelopment on 11 December 2024. The Site was proposed for development as a part of the Masterplan. The Masterplan notes that the Seaview Road carpark was underused relative to other carparks in Liscard area and proposes repurposing the carpark and former municipal offices into housing to attract more local residents and better link the site to Liscard Village. The Council adopted its new Local Plan on 31 March 2025. The Local Plan requires 14,400 net additional dwellings in Wirral by 2040. These are all to be delivered on brownfield sites, including the former Liscard Municipal Offices and adjacent carpark. The 2021 Strategic Housing Market Assessment for Wirral, which was a key piece of evidence in developing the Local Plan, states a need for around 700 affordable homes each year borough-wide. Following the introduction of the new Local Plan system in March 2026, the Council published a Notice to Commence work on a new Local Plan and Timetable at the end of June 2026. An initial Scoping Consultation and Call for Sites exercise was concluded in August 2026. The Council is required to publish its Gateway 1 self-assessment by the 31 October 2026. This will trigger the start of the 30-month period envisaged in the new system for preparing and adopting a new Local Plan. The timetable envisages adoption of the new Local Plan in June 2029. The new Local Plan will need to plan for the significantly higher housing numbers introduced by the new Standard Method - 1,622 dwellings per annum - compared with 800 dwellings per annum under the previous approach. It will also need to take account of the new National Planning Policy Framework issued in August 2026 and the emerging Spatial Development Strategy for the Liverpool City Region (LCR), which will be responsible for distribution of future housing growth across the LCR. A new Strategic Housing Market Needs Assessment for Wirral is about to be commissioned which is likely to report in the second quarter of 2027 which will determine the level of affordable housing need which the new local plan will need to plan for. Whilst there is a high need for all types of affordable housing across the Borough, the greatest pressure for the local authority is for rented affordable housing. As of late March 2026, there were over 4,800 households on the housing waiting list, with over 800 of these having the highest priority need. The Council is now seeking to appoint a Lead Development Partner which can bring skills, experience and expertise in delivering the affordable housing at pace and in line with local housing needs within the Borough. Suppliers are referred to the separate, Development Prospectus document which provides more detailed information on the Site and the opportunity. Members of the Council’s Policy and Resources Committee (the Committee) agreed on 12 July 2023 to declare the former Liscard Municipal Offices [fronting onto Egerton Grove and the adjacent carpark accessed by Seaview Road and behind businesses fronting on to Seaview Road and Liscard Village] (the Site) surplus to requirements (further context on this site is set out below). The Committee also gave authorisation to progress a procurement process to secure a development partner for the sites’ redevelopment on 11 December 2024. The Site was proposed for development as a part of the Masterplan. The Masterplan notes that the Seaview Road carpark was underused relative to other carparks in Liscard area and proposes repurposing the carpark and former municipal offices into housing to attract more local residents and better link the site to Liscard Village. The Council adopted its new Local Plan on 31 March 2025. The Local Plan requires 14,400 net additional dwellings in Wirral by 2040. These are all to be delivered on brownfield sites, including the former Liscard Municipal Offices and adjacent carpark. The 2021 Strategic Housing Market Assessment for Wirral, which was a key piece of evidence in developing the Local Plan, states a need for around 700 affordable homes each year borough-wide. Following the introduction of the new Local Plan system in March 2026, the Council published a Notice to Commence work on a new Local Plan and Timetable at the end of June 2026. An initial Scoping Consultation and Call for Sites exercise was concluded in August 2026. The Council is required to publish its Gateway 1 self-assessment by the 31 October 2026. This will trigger the start of the 30-month period envisaged in the new system for preparing and adopting a new Local Plan. The timetable envisages adoption of the new Local Plan in June 2029. The new Local Plan will need to plan for the significantly higher housing numbers introduced by the new Standard Method - 1,622 dwellings per annum - compared with 800 dwellings per annum under the previous approach. It will also need to take account of the new National Planning Policy Framework issued in August 2026 and the emerging Spatial Development Strategy for the Liverpool City Region (LCR), which will be responsible for distribution of future housing growth across the LCR. A new Strategic Housing Market Needs Assessment for Wirral is about to be commissioned which is likely to report in the second quarter of 2027 which will determine the level of affordable housing need which the new local plan will need to plan for. Whilst there is a high need for all types of affordable housing across the Borough, the greatest pressure for the local authority is for rented affordable housing. As of late March 2026, there were over 4,800 households on the housing waiting list, with over 800 of these having the highest priority need. The Council will now be seeking to appoint a preferred developer which can bring skills, experience and expertise in delivering the affordable housing at pace and in line with local housing needs within the Borough.

But due to the complexity and heterogeneity of climate risk, academic and industry evidence has highlighted that current mainstream scenarios – whilst highly sophisticated – may not capture all potential physical risk due to limited data availability and modelling constraints. Furthermore, whilst reference scenarios continue to be enhanced, some potential hazard exposures and highly complex systems dynamics may not be well suited to quantification through empirically calibrated, top-down damage functions, which provide estimates for economic damages in climate scenarios. There is, therefore, a need to investigate the potential for complementary methodologies to support more holistic approaches to physical risk appraisal and management. This is the focus of this research project. Specifically, research will focus on how local physical climate shocks (e.g. storms, flooding, droughts, heat stress) can - through cascading, compounding, and contagion effects - become systemic risks. There will be a particular focus on furthering understanding of UK vulnerabilities to climate shocks in other countries, with the objective of supporting improvements to industry practices and providing insights for government policy, regulation, and prudential supervision. This research project will be delivered in coordination with the Financial Conduct Authority’s Climate Scenarios Sandbox , with potential for insights generated through the sandbox to provide practical evidence regarding the utility of research outputs. We are interested in two broad sets of questions. The first is analysis of how businesses within DCMS sectors that are in the process of adopting AI achieve this, the challenges they face and the opportunities and benefits realised. We anticipate this will be explored through an ethnographic study that observes how individuals and teams actually use AI tools in their jobs. The second set of questions is what policy interventions work best to support businesses that wish to adopt AI, which we anticipate will be answered by testing hypothetical interventions through randomised control trials (RCTs). Bidders will be able to propose alternative methodologies if they think they suit these questions better; the core need for this project is to produce direct, robust evidence of what works, as opposed to what is self-reported (e.g. through interviews, focus groups, surveys, and similar) to work. This project will be commissioned either through a Competitive Flexible Procedure under the Procurement Act 2023, or through the RM6126 Research and Insights framework. This is part of the DCMS Science and Analysis R&D Programme, which supports R&D capability within the department. This project will run concurrently aside three other large projects across 2027-2030, these include; mapping the specific "user pathways" audiences take to find, consume, and value information; a continuation of previous research to develop data-intensive approaches for capturing engagement at unticketed cultural, heritage, and sporting events/activities/locations, e.g. using mobile app data to model how people participate in our events; and a continuation of previous research to design and improve methods for holistically tracking the long-term impact of major events, tested on a major event.

To conduct UK dietary exposure assessments, the FSA uses consumption data in combination with occurrence data for hazards and other substances in food. UK consumption data is primarily obtained from the UK National Diet and Nutrition Survey (NDNS). The National Diet and Nutrition Survey (NDNS) is a co-funded programme between the Department of Health and Social Care (DHSC) Office for Health Improvement and Disparities (OHID) and FSA. NDNS is a rolling programme which assesses the diet, nutrient intake and nutritional status of the general population of the UK. UHS has an indicative budget of £20-25m for the design and construction of the new centre. This will be designed to meet current and projected future endoscopy and motility needs, 'a one-stop-shop' and be an important centre to both trial new technology and techniques and provide training for the next generation of the endoscopy workforce. When support isn’t readily available (or isn’t trusted), people and their families and friends often default to emergency services or remain unsupported. As a result, those who use substances often experience avoidable crisis escalation, or remain in extremely difficult situations, and support services miss opportunities for early, harm-reducing interventions. The Preventing Harm, Promoting Recovery: Scotland’s Alcohol & Drugs Strategic Plan 2026 – 2035 specifically addresses the crucial need to tackle early intervention and widen an individual’s ‘circle of support’. This ‘circle of support’ is at the heart of this Challenge, and a successful solution would enable people to access the right support sooner, regardless of locality.
