Summary of the contracting process

The London Borough of Hackney commissioned lift consultancy to support its Lift Modernisation Programme across its housing portfolio. The work covers project management and Clerk of Works services for the replacement, refurbishment and upgrading of lift systems in occupied residential buildings. The consultant provides active oversight, independent assurance and quality control throughout delivery, including monitoring programme progress and performance, identifying and managing risks, and checking that completed installations meet the Council’s requirements for safety, quality, compliance and residents’ experience. The programme is intended to maintain safe, reliable and accessible homes, particularly for residents who depend on lifts for everyday mobility. The work relates to lift systems in Hackney’s housing stock.

The procurement is complete and the contract was awarded to Cundall Johnston & Partners LLP on 20 July 2026. The award value is £398,765. The contract runs from 4 September 2026 to 3 September 2027, for up to 12 months. Hackney made a direct award to Cundall through the Fusion21 Lifts Framework, under its lift consultancy lot. The original procurement deadline was 17 June 2026. The published information describes the work and its delivery requirements but does not set out specific evaluation criteria. The buyer is the London Borough of Hackney.

This award demonstrates demand from Hackney for independent lift consultancy to manage and oversee modernisation across occupied housing. A credible competitor when this requirement next comes to market would need proven lift-sector consultancy capability spanning project management and Clerk of Works services, with the capacity to provide consistent oversight across replacement, refurbishment and upgrade work. Strong quality control, safety and compliance assurance, proactive risk management, and clear reporting on programme status and performance are central to the requirement. Suppliers would also need to understand delivery in occupied residential buildings and the importance of reliable, accessible lifts to residents, including people who rely on them for daily mobility. Hackney sourced this commission through a direct award from the established Fusion21 Lifts Framework, so framework access is commercially relevant.
