Summary of the contracting process

The Department for Environment, Food & Rural Affairs (DEFRA) has awarded a contract for the project "RDE 442 - Marine and Fisheries Monitoring Evolution Phase 2 & 3" to Howell Marine Consulting. This contract falls under the Research and Development Consultancy Services category. The procurement method used was selective with a specific call-off from a framework agreement. The tender period for this project ended on 19th November 2023, with the contract period spanning from 20th November 2023 to 28th March 2024. The project is closely tied to marine monitoring and aims to align monitoring programmes with policy and delivery requirements.

This contract presents an opportunity for businesses operating in the research and development consultancy services sector, especially those with expertise in marine and fisheries monitoring. Suppliers who can provide value-added services by assessing monitoring requirements against policy objectives have a chance to thrive in this competitive process. Businesses with a strong track record in delivering similar projects focused on transforming monitoring activities to meet policy objectives are well-suited to compete and potentially secure further contracts from DEFRA in the future.

Notice Title

RDE 442 - Marine and Fisheries Monitoring Evolution Phase 2 & 3

Notice Description

The project will continue to build on recommendations from the foundational scoping report of marine monitoring produced by HMC and work developed during Marine & Fisheries Monitoring Evolution Phase 1. Given our broad understanding of the system from Phase 1, there is now a need to explore the policy and operational delivery requirements for monitoring data and products at a finer scale of resolution. This will allow an assessment of monitoring that is primarily requirements driven (i.e. why it is needed by policy and delivery) rather than operationally driven (i.e. how existing monitoring is carried out). The project will then examine alignment of monitoring programmes to current and future policy and delivery requirements, and where alignment, gaps, duplication, synergies and opportunities exist. Moreover, the project will provide a value for money assessment to support the case for future monitoring transformation. This contract was awarded by DEFRA.
