Summary of the contracting process

DAI Global UK is seeking engineering and climate-resilient infrastructure advisory services for the BRAVE-IS institutional-strengthening programme in Pakistan. The work is intended to help government institutions apply climate and disaster-risk requirements when planning, designing, appraising and maintaining infrastructure exposed to floods, heat, drought, landslides and earthquakes. A firm or consortium will supply specialists, and where needed complete teams, through task-based call-downs under a time-and-materials framework. Required expertise covers resilient infrastructure design, flood-risk engineering, water resources, irrigation and drainage, infrastructure planning and appraisal, geospatial and engineering software, and institutional strengthening and capacity development. Work is delivered in Islamabad, Lahore, Karachi, Peshawar and Gilgit, with travel elsewhere in Pakistan as required.

The buyer invited proposals through an open procedure for a framework, with work commissioned through individual task requests. Clarification questions were due by 29 October 2026; proposals were due by 9 November 2026 at 17:00 Pakistan Standard Time (12:00 UK time). The initial contract period runs from award to 31 March 2027 and may be extended subject to programme needs, performance and FCDO approval. The framework guarantees no minimum volume of work. Bids are scored 80% on technical quality and 20% on price. Suppliers must submit a technical proposal of up to ten pages, with CVs as an annex, and a separate financial proposal quoting daily fee rates for five personnel levels. Proposals must remain valid for 90 days.

This opportunity suits Pakistan-based consulting engineering firms with the registration, technical breadth and local delivery capacity to provide specialist support on demand. Applicants must be legally registered in Pakistan and hold current Pakistan Engineering Council registration as a consulting engineering firm. Consortia of up to four members are permitted, with one lead member; this allows firms to combine engineering, hydrology, water-management, digital and institutional-development expertise. The requirement is for locally based personnel, with rates provided for five personnel levels, and the team must be able to work across several Pakistani cities and travel elsewhere in the country. Small and medium-sized enterprises are considered suitable. The work is geared to suppliers able to strengthen government capability rather than replace it, and to mobilise experts or complete teams against task requests. No minimum assignment volume is assured.

BRAVE-IS is a multi-year (2026-2029) technical assistance programme funded by the UK Foreign, Commonwealth & Development Office (FCDO). Eligibility Applicants must be legally registered in Pakistan and hold valid Pakistan Engineering Council (PEC) registration as a consulting engineering firm. Consortia of up to four members are welcome, led by a single lead member. Personnel will work in Islamabad, Lahore, Karachi, Peshawar and Gilgit, with travel elsewhere in Pakistan as required, and rates are sought for locally based personnel.
