Summary of the contracting process

The Walsall Council is currently undertaking a public procurement process for 'PH0021 - Drug & Alcohol Day Centre Services' aimed at providing integrated drug and alcohol support services. The contract is classified under community health services, with a total estimated value of £272,000 for a contract period beginning on 1st April 2016 and ending on 31st March 2019. This open procedure tender, which must be submitted by 14th December 2015, targets the West Midlands region, specifically Walsall, with necessary services being aligned to support vulnerable residents in their recovery journey.

This procurement presents a significant opportunity for businesses that specialise in community health services, rehabilitation, and counselling, particularly those demonstrating innovative service delivery methods. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to compete, especially if they have the capability to integrate treatment with housing and employment support services, thereby fostering responsibility and independence among service users. Engaging in this tender may allow such organisations to expand their service offerings and contribute to public health outcomes in a meaningful way.

Notice Title

PH0021 - Drug & Alcohol Day Centre Services

Notice Description

The Council wishes to procure a Drug and Alcohol Day Centre Service. In Walsall we are commissioning drug and alcohol services to deliver an integrated service model wherever possible preventing the escalation of problematic behaviours and matching the appropriate support services to the service user's needs. To achieve our vision and ambition public health services have a preference to contract with a single Provider agency who shares our vision, demonstrating innovative methods to deliver our ambition and deliver positive outcomes for this vulnerable group of residents of Walsall. Drug and alcohol misuse is a dynamic phenomenon, we are seeking an equally dynamic Provider agency to engage in a partnership with the Authority to deliver the local services based on need. Drug and alcohol treatment on its own rarely delivers the intended outcomes to reverse the damage caused by drug and alcohol misuse. The need to link treatment provision with housing services, employment and training opportunities is critically important. The challenge to the Provider agency will be to maintain the advances made by the service that has operated from the Glebe Centre for some years and add to the momentum with innovative use of peer led and volunteer led support services integrated into mainstream delivery. Developments such as the New Work Programme, Job Centre Plus, Supported Housing and recovery programmes will provide real opportunities for service users to take responsibility for their lifestyles, supporting people to live drug and alcohol dependent free productive lives. It will be the role of the treatment Providers to build appropriate links to these and other support services to assist each individual's recovery. Additional information: For further details of the requirement, please see the following link to the Councils' e-Procurement web portal; https://in-tendhost.co.uk/walsallcouncil You will be required to register your organisation (if already not done so) and express your interest in the relevant project/opportunity.
