Notice Description

It is expected that the appointed Contractor will provide high quality project management expertise to the heat networks project(s). The Contractor will be required to manage work packages to ensure outputs are delivered on time, within budget and to the required level of quality. In order to achieve these aims the Contractor shall: Liaise with the Local Authority to understand the project governance procedures and effectively manage project delivery in accordance with the established project governance and to the Local Authority requirements Prepare a project management plan including preparation of the project plan, project initiation document, benefits realisation plan, change control procedures, quality assurance procedures, and reporting. This should also identify key requirements, dependencies and timeframe for development and implementation of the project(s) Develop and oversee delivery of the project plan to the Local Authority requirements, support the Local Authority process of procurement where required, and liaise with the Local Authority and HNDU in managing the monitoring, and evaluation of the specialist consultancy work to ensure it is delivered on time, within budget, and to the required level of quality Monitor performance of consultants and their compliance with the CIBSE/ADE Heat Networks Code of Practise CP1 and HNDU requirements. This shall include maintaining a heat networks client checklist to evidence compliance with this code of practice Ensuring any financial and/or economic modelling commissioned for the project is robust, sufficiently detailed, meets the requirements of the tender specification, Local Authority finance team and Project Steering Group In partnership with the key stakeholders (including HNDU) undertake quality assurance for each commissioned study and where necessary challenge the methodology, assumptions, and outputs produced by the commissioned consultant(s) Establish and manage the reporting and administration arrangements for the project, including providing regular client updates to the Local Authority and HNDU including preparation of regular project progress reporting detailing milestone, budget, and risk reviews utilising the HNDU monthly Highlight Report template When managing the delivery of development studies ensure that the project priorities identified by the Project Steering Group are understood and accounted for, and that relevant knowledge from the previous studies is appropriately accounted for in the development of the project(s) Produce and update the project management documentation relating to the delivery of the development studies. Examples of such documentation would include project brief, communications plan, etc. Organise and attend project kick-off, working group, risk workshop(s) and progress meetings in conjunction with the Local Authority Lead Officer and all relevant stakeholders (including HNDU).
