Summary of the contracting process

National Highways Limited commissioned research consultancy to improve understanding of collisions at junctions on the Strategic Road Network and identify effective ways to reduce killed and seriously injured casualties. The work examines factors influencing collision likelihood and severity, the effectiveness of junction safety interventions, including innovative junction designs, and practical feasibility. It is intended to support stronger recommendations on applying countermeasures and improve the impact of National Highways’ road safety work. Delivery is described as covering the United Kingdom and a range of other locations, including Europe and the Channel Islands. The requirement is for research and evidence-led advice, rather than construction or supply of physical road infrastructure.

The procurement is complete and was awarded to AtkinsRéalis Jacobs Joint Venture. The award was made on 18 August 2026, with the contract running from 19 August 2026 to 31 March 2027. The awarded value is £99,244.11; the original estimated procurement value was £100,000. National Highways used a selective procedure, making a call-off from a framework agreement. The contract concerns a single research requirement, rather than separately awarded lots. The stated scope sets out the desired research outcomes, but no separate evaluation criteria are recorded in the published procurement details. Small and medium-sized enterprises and voluntary, community and social enterprises were considered suitable for this requirement.

For firms seeking to compete for comparable National Highways research, this award demonstrates demand for specialist road-safety research focused on the Strategic Road Network. A credible supplier would need to investigate collision likelihood and severity at junctions, assess the effectiveness and feasibility of safety interventions, and turn findings into practical recommendations that can guide treatment selection. The work favours capability in transport safety analysis and research consultancy, including the ability to consider innovative junction designs and explain their potential impact on killed and seriously injured casualties. The award was made through a framework call-off, so relevant framework access and the ability to deliver a focused, evidence-led study are commercially important. The buyer considered SMEs and social enterprises suitable, indicating that the requirement was not restricted to large suppliers.

Notice Information

Notice Title

S30122 Junction Safety WP3

Notice Description

Previous research has identified that collisions at junctions represent at least 21% of Killed and Seriously Injured KSI collisions on the Strategic Road Network SRN, and this is likely to be an underestimate1. The previous research did not provide strong recommendations for junction treatments that would reduce KSIs at these locations. Not having strong recommendations for junction treatments limits our ability to have a strong impact on National Highways Key Performance Indicator 1 KPI1, Safety. This research seeks, the effectiveness of interventions for KSIs at junctions including innovative junction design, feasibility issues, and how recommended interventions should be used to have the greatest impact on KPI1. The overall aim of the project is to improve our understanding of the factors influencing collision likelihood and severity outcomes at junctions on the SRN, enable greater application of countermeasures with a higher safety impact per through improving our understanding of the factors influencing collision likelihood and severity outcomes at junctions on the SRN, the effectiveness of interventions for KSIs at junctions including innovative junction design, feasibility issues, and how recommended interventions should be used to have the greatest impact on KPI1.
