To procure a main highways maintenance provider for a duration of around 5 years. The aim is to commence the procurement in Spring 2022 with the contract commencing in Spring 2023. The maintenance contract covers routine and winter maintenance, and an PS18m annual renewals programme covering highways, structures and drainage. Specific Client aims in the procurement of the contract and the delivery of the work include: - An overall approach that is attractive to the best Tier 1 maintenance providers. - Incorporation of lessons learnt from the existing contract. - Robust procurement procedures to avoid the risk of challenge to the outcome. - Quality assessments that are reliable, robust and focused on CBC's priorities. - Contractor's quality proposals to be delivered in practice. - Delivery of the contract in a collaborative culture with the focus on prompt and efficient service delivery rather than on commercial interests. - Greater involvement of local SMEs as part of the social value agenda.
