Summary of the contracting process

The London Borough of Newham is planning a public procurement process for the commissioning of homes for children looked after and care leavers, specifically focusing on Lots 3 and 4, which involve Supported Lodgings and Independent Fostering Agencies. This procurement is conducted under the Public Contracts Regulations 2015, using a selective process via a Pseudo-Dynamic Purchasing System (PDPS). The budget for this initiative is estimated at £1.68 million for Lot 3 and £64.8 million for Lot 4, with the overall estimated aggregate value across local authorities reaching £15.6 billion. The contract is set to commence from October 24, 2022, for a term ending on June 24, 2025, with the possibility of extending for an additional four years.

This tender presents significant opportunities for businesses specialising in social work and child welfare services. Potential suppliers, particularly small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), are encouraged to apply for one or both Lots. The flexibility of the PDPS allows bidders to submit applications in multiple rounds, fostering a competitive environment ideal for those experienced in providing care and accommodation services for young people aged 16 to 25. By engaging with this procurement, businesses can contribute to enhancing support structures for vulnerable groups while simultaneously expanding their service offerings within the social care sector.
