Summary of the contracting process

The Environment Agency has awarded a contract for the "RDE696 Blackwater and Colne Source to Sea System mapping" project. This contract involves the creation of system maps focusing on key estuarine, coastal, and marine assets within the Blackwater and Colne estuary in Essex. The project aims to integrate these assets into the Environment Agency's broader Natural Capital and Ecosystem Assessment (NCEA) programmes. This work, classified under Research and Development Consultancy Services (CPV 73200000), began on 7th November 2024 and is set to end by 28th February 2025. The contract, valued at £39,490, was awarded to Mott Macdonald through a call-off from a framework agreement, deemed suitable for SMEs and VCSEs.

This tender presents an excellent opportunity for businesses specialising in environmental consultancy, especially those focusing on ecological and socio-economic integration projects. Companies equipped with expertise in developing comprehensive system maps and those with a keen interest in enhancing environmental and social benefits through natural capital approaches would find this tender particularly advantageous. The procurement process's selective nature further highlights the demand for highly specialised skills and services, making it a valuable opportunity for growth and expansion in the environmental sector.

Notice Title

RDE696 Blackwater and Colne Source to Sea System mapping

Notice Description

This work is to develop a series of system maps each with specific focus on representing the key system functions and flow for key assets and the ecosystem services and benefits provided by estuarine, coastal and marine assets. This work will be focussed on the Blackwater and Colne estuary in Essex (Figure 1) as part of a wider project that is applying a natural capital approach from source-to-sea (S-2-S) happening there (henceforth referred to as BW&C S2S), which is attempting to break down siloes and ineffective interventions, to achieve greater social, economic and environmental benefits. By enabling us to include key sentinel estuarine, coastal and marine assets in the development of systems maps that cover the whole water system we can understand the complex issues in the whole catchment area and better integrate our work across the Environment Agency's (EA's) terrestrial and marine Natural Capital and Ecosystem Assessment (NCEA) programmes. This will include environmental, social and economic components e.g. existing human water infrastructure such as pipes and barriers.
