Summary of the contracting process

National Highways Limited commissioned consultancy services to deliver Phase 2 of its Consistent Maintenance & Inspections Delivery Programme. The work is intended to improve and embed nationally consistent approaches to routine maintenance and inspections across England’s motorways and major A-roads, the Strategic Road Network. It responds to differences in regional working that have led to inconsistent asset interventions and outcomes, and aims to strengthen safety, reliability and resilience for road users. The programme also supports National Highways’ responsibilities under the Highways Act, regulatory action on consistent maintenance delivery and its operational delivery commitments. The listed delivery locations span the United Kingdom and other international locations, so the work is not confined to a named English region.

The procurement is complete and has been awarded to OVE Arup. The award date was 15 September 2026, with a contract period from 15 September 2026 to 31 July 2028. The awarded value is £499,985.69. The estimated procurement value was £500,000. It was conducted as a selective call-off from a framework agreement. The submission deadline was 11 August 2026 at 19:00. National Highways identified the service category as consultancy and marked the opportunity as suitable for small and medium-sized enterprises. The supplied details do not break the work into lots or state an evaluation basis.

This award demonstrates National Highways’ demand for consultancy that can turn a national maintenance and inspection programme into consistent operational practice across the Strategic Road Network. Competitors seeking to serve this buyer when a similar requirement next arises would need to show they can assess differing regional approaches, design practical improvement initiatives and help embed them across a dispersed road network. Credibility would also depend on understanding the safety, legal, reputational and financial risks of inconsistent asset management, and on supporting robust, evidence-based decisions about interventions. Relevant experience should connect delivery improvement with road-user safety, reliability and resilience, while accounting for National Highways’ statutory responsibilities and regulatory commitments. The route used here was a framework call-off, and National Highways considered the procurement suitable for SMEs, indicating that smaller consultancies may be relevant where they can demonstrate the necessary capability and delivery capacity.

Notice Information

Notice Title

S30145 Consistent Maintenance & Inspections Delivery Programme (Phase 2)

Notice Description

National Highways (NH) is the government-owned company responsible for planning, designing, building, operating, and maintaining England's motorways and major A-roads, known as the Strategic Road Network (SRN). NH's regional teams are reliant on different ways of working to plan, manage, complete and assure their routine maintenance and inspections activities, which has led to inconsistent asset interventions/outcomes being achieved across the SRN. A recent discovery task reviewed the effectiveness of regional approaches and found that they created significant safety, legal, reputational and financial risk to the organisation because they impair NH's ability to make and evidence consistent robust decision-making around the management of assets. The Consistent Maintenance & Inspections Delivery Programme has therefore been commissioned to deliver and embed improvement initiatives to address inconsistencies identified within the operational delivery of maintenance and inspections. The Programme will drive nationally consistent asset interventions and outcomes, directly enhancing the safety, reliability, and resilience of the SRN for road users. Whilst significantly strengthening delivery of NH's Highways Act responsibilities, this task will also help to meet the ORR action for consistent maintenance delivery as well as the Operations related Delivery Plan commitments.
