Notice Description

The Maritime and Coastguard Agency (MCA) wishes to purchase up to two ATEX Zone 2 Hydraulic Power Packs, compliant with British and European Legislation on hazardous area working. The Power Packs will be part of the MCA's counter pollution stockpile and, in the event of a pollution incident, will be used to power hydraulically driven pollution response equipment, primarily cargo transfer pumps, in areas where there is a possibility of encountering hazardous gases or vapours. The majority of the time the power packs will be stored in a warehouse, but in the event of an incident may be deployed to a port, transferred to a ship or an offshore installation and must therefore be transportable and suitable for outside in marine environments. The MCA is seeking to engage with potential suppliers of these power packs prior to finalising a specification for a formal contract advertisement. We have therefore arranged a supplier engagement event, where each potential supplier will have the chance to view some of the equipment the power packs would be used with; receive a technical briefing on what we require from the power packs; and discuss ideas for what could be supplied to meet the brief with our Counter Pollution Team. We have set aside two days - 12th and 13th June 2018 - to meet with potential suppliers at our Bristol storage facility: Unit 2 Willment Way Avonmouth Bristol BS11 8DJ. Each potential supplier will be allocated a two-hour appointment to meet with the MCA, on a first come, first served basis. Should you wish to attend the engagement event, please contact our Counter Pollution Team at william.crocker@mcga.gov.uk or ryan.carter@mcga.gov.uk, with your top three preferred appointment times and the number of people your organisation will be sending to the engagement event. The appointment times available are: Tuesday 12th June 2018: 10am - 12 noon 12 noon - 2pm 2pm - 4pm 4pm - 6pm Wednesday 13th June 2018: 10am - 12 noon 12 noon - 2pm 2pm - 4pm 4pm - 6pm. Please note: while our current intention is to issue a formal contract advertisement for intrinsically safe hydraulic power packs in the near future, this early engagement notice is not an invitation to tender and we do not guarantee it will lead to one. Furthermore, while we are interested in any ideas from industry as to what should be included in the specification, we do not guarantee to incorporate any particular suggestion. Additional information: Please note that to comply with the requirements of fairness and equal treatment in public procurement, should this engagement event lead to the publication of a formal contract advertisement a copy of the technical briefing from the supplier engagement event, plus copies of any questions asked and answers given (in anonymised form) will be made available to all potential suppliers as an attachment to the call for competition.
