Notice Description

The Council of the London Borough of Redbridge ("the Authority") invites suitably qualified and experienced organisations to Tender for the Contract for the Provision of an Integrated Substance Misuse Treatment and Recovery Service in the London Borough of Redbridge ("the Contract"). The Contract is to provide a recovery focused Integrated Substance Misuse Treatment and Recovery Service ("the Service") that will improve the health and well-being of non-opiate, opiate and alcohol users. The Service shall use a holistic approach including specialist treatment and recovery focused support assisting Service Users to identify and build on their strengths and optimise treatment outcomes by developing and sustaining recovery capital alongside the provision of good quality, evidence based treatment interventions in line with guidance and local protocols. The Service shall aim to prevent problematic substance misuse and dependency whilst enabling Service Users to be free from substance dependency and sustain long term recovery. The Contract will commence on 1st April 2018 and, subject to satisfactory performance, will operate for a period of three (3) years, terminating at midnight on 31st March 2021 ("the Contract Period"). At the sole discretion of the Authority and subject to the satisfactory performance of the provider the Contract Period may be extended for up to two (2) years (in such period or periods as the Authority deems appropriate) providing a total possible Contract Period to midnight on 31st March 2023. The budget available for the Contract is between PS2,160,000 and PS2,400,000 per annum and is dependent on activity. Those submitting a Tender shall be required to perform all requirements of the Contract within the budget available for the Contract. However, Tenders will be judged on value for money and the Contract may be awarded to organisations who submit lower priced Tenders where the quality of the Service is assured. Any Tenders submitted above the allocated budget for the Contract will not be accepted. Additional information: The Authority believes that the provisions of the European Acquired Rights Directive and the Transfer of Undertakings (Protection of Employment) Regulations 2006 (As Amended) ("TUPE") will apply to this Contract. The Authority also believes that as a result of this the appointed provider will have obligations in respect of providing access to the Local Government Pension Scheme or equivalent. The successful provider will also be required to comply with their obligations under TUPE and the new Fail Deal in relation to the NHS Pension rights of the transferring staff and to do so within the available budget.
