Summary of the contracting process

The Oxford Zero Emission Zone (ZEZ) and Connecting Oxford project, led by Oxfordshire County Council in collaboration with Oxford City Council, is currently in the active tender stage. This initiative involves consultancy support to finalise proposals related to sustainable transport in Oxford, with a projected budget of £300,000. The deadline for submitting tenders is 14 January 2022, with key project milestones including public consultations planned for mid-2022 and local decisions expected by November 2022. The procurement method employed is selective, following a restricted procedure under Lot 5, Highways, Traffic and Transport of the ESPO Framework 664_21.

This tender presents a significant opportunity for consultancy firms specialising in transportation, environmental planning, and project management. Businesses with expertise in developing business cases, traffic management, and stakeholder engagement will find a conducive environment in this procurement. Given the complexity of the tasks, including forecasting revenues and coordinating project management, firms that can provide a multidisciplinary approach or propose collaboration with specialist sub-consultants will be particularly well-suited to compete for this contract.
