DA from RM1557.14 G-Cloud 14 FW for the BridgeStation (Advanced Bridge Management System) contract
Notice Description
In 2018 Stockton-on-Tees Borough Council asked Atkins to review their Structures Asset Management processes and provide recommendations which allow them to improve their asset management capabilities in line with best practice and implement any changes in their new Structures Asset Management System (SAMS). Overall Atkins review included a number of recommendations in which Stockton may wish to consider when they move to their new structures asset management system. The key recommendation is to create back-up storage of the structures asset inventory and inspection data alongside an auditable change log. These key recommendations along with the other recommendations in the report can help improve security, storage and accuracy of the data stored in the asset management system and reliability and resilience of the structure stock and Stockton's highways network. The recommendations identified will help Stockton to develop their existing structures asset management approach and help to create efficiencies that will free up time and effort in looking at more strategic asset management approaches. By recording the structure stock in a consistent manner, information relating to condition data will be able to be exported into tools that will make the annual valuation submissions easier and provide information that can be used to provide detailed information on life cycle planning. These recommendations will also provide the following benefits: * Local policy and strategy will be supported; * Risks can be identified and managed appropriately; * Maintenance activities can be planned more efficiently; * The case for external funding (such as the Challenge fund and incentive fund) may be strengthened; and * Continued delivery of service for all customers. We had 3 demonstrations from 3 suppliers: Brightly,Bridgestation and AMX, Following the demonstrations from the 3 software providers it was the opinion of all officers involved that bridgestation (FSW) was the most useful and applicable software to manage our structures assets. We will be using the G Cloud 14 FW to call off via Direct Award, following the user guide, ensuring a compliant route to market.
