Notice Description

The Home Office (the Authority) intends to hold an Early Market Engagement Event to seek views and feedback in relation to the Design, Build, Implementation, Project Management and On-going Support of a new core 'National Firearms Licencing Management System' (NFLMS) for Law Enforcement Services across England and Wales. Accordingly, the Authority will be holding a virtual Early Market Engagement Event via Microsoft Teams on Tuesday 15th March 2022, between 11:30 and 12:30 noon. Expressions of interest from Suppliers who wish to attend this event must be sent by email to NASCommercail@homeoffice.gov.uk and must include the name and address of the organisation, full names of the designated attendees, position in the organisation, email and telephone contact details. Please note that attendance shall be strictly limited to two representatives per organisation. The deadline for registration of interest to attend shall be 12 noon on Monday 14th March 2022. The Home Office reserves the right to determine whether any registrations submitted after this time shall be accepted. Background/Opportunity Overview The current National Firearms License Management System (NFLMS) is a computer system designed to record details of individuals who apply for firearms certificates, the certificates themselves, and the firearms and shotguns licensed to those people who hold certificates. NFLMS is used by forces teams across England and Wales and these teams conduct approximately 170,000 licence grants, renewals and variations per year. While NFLMS delivers capability to support its core function of acting as a record of certificate holders, the system has remained relatively unchanged over the 15 years it has been in service while new requirements for the system have emerged. In addition, the current NFLMS system has always been a challenge to change and adapt as requirements, technology, legislation and/or policy changes. A key requirement of the new system is that it is flexible, adaptive to change and future refinement The Authority is therefore seeking to ascertain the market's appetite and interest in this new software development and build programme by attending the early engagement event stated above and subsequently, by responding to a Request for Information (RFI), that will be issued directly after the event to interested parties wishing to demonstrate their knowledge, and capability of delivering complex software solutions. Indicative contract term and value of business: Baseline capability: Up to 24 months Delivery of product backlog: 1-5yrs Potential value of Business: Initial baseline /MVP build, Backlog and Application Support PS5 - PS20m . There will also be an opportunity to offer additional and alternative continuous improvement as part of the Request for information (RFI) process. On going application Support will also be a consideration. Additional information: Any future procurement related to this Early Market Engagement will be managed electronically via the Authority's e-Sourcing portal (JAGGAER). Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so.Once you have registered on the e-Sourcing Portal, a registered user can express an interest for a specific procurement. This is done by emailing NASCommercial@homeoffice.gov.uk.Your email must clearly state: the name and reference you wish to register for; the name of the registered supplier; and the name and contact details for the registered individual sending the email. The email will be processed and then the buyer will enable the supplier to access the procurement online via the e-Sourcing Portal. The registered user will receive a notification email to alert them once this has been done.For technical assistance on use of the eSourcing Portal please contact the JAGGAER Supplier Helpdesk at customersupport@jaggaer.com or 0800 069 8630 (0800 - 1800hrs).Request for Information (RFI)Following the early market engagement event, the Authority intends to make available a separate RFI document to all interested suppliers. This document will provide further details that suppliers can use to better understand the requirements, as well as a template in which the Authority would welcome and encourage suppliers to respond. Suppliers who require access to this document will in the first instance be required to complete and sign the Authority's Non-Disclosure Agreement, in order to protect the confidentiality of any information suppliers provide as part of the RFI response.General Conditions:I. This Early Engagement Event does not formally signify the beginning of any procurement exercise by the Home Office, nor does it constitute a commitment by the Home Office to undertake a procurement. However, if the Home Office decides to formally commence a procurement pursuant to this Early Engagement Notification, a separate contract notice will be published.II. The Authority reserves the right to change any information associated with this notice at any time, and Suppliers rely upon it entirely at their own risk.III. The Authority reserves the right not to proceed with a competitive procurement exercise or to award any contract.IV. All costs associated with the responding to this notice or participating in the event must be borne by the Supplier.V. No information provided by a Supplier in response to this notice will be used in any way for evaluating the Supplier in any subsequent formal procurement process.
