T0447 RIS3 renewals Technical Partner Contract
Notice Description
Technical advice for Strategic Asset Investment Planning National Highways are currently developing the investment case for their capital renewals for Road Investment Strategy (RIS) 3 (2025-30). Since April 2021 this work has been supported by a large SPaTS2 Technical Partner contract that has undertaken the analysis needed to generate investment scenarios and supporting evidence for each of our asset classes. This completed analysis will form the basis of the investment case. With the main analysis complete, a smaller amount of Technical Partner support is required to assist NH with the application of this extensive data to the renewals case and to provide ongoing support to the subsequent negotiation and challenge process from key stakeholders DfT and ORR that will ultimately confirm the RIS. It is envisaged that this work will comprise small commissions to address particular lines of enquiry and/or to address gaps in the existing case. The new contract will also support the lessons learned from building the RIS3 renewals investment case once the RIS has been finalised. The estimated value of this opportunity is between PS500k - PS900k to the end of the 2024/25 financial year.
