Notice Description

Reading Council is inviting tenders to provide a drug an alcohol, behaviour change, treatment and recovery service to adults aged 18 plus. Local authorities are responsible for improving the health of their local population and reducing health inequalities. Drug and Alcohol Services are not a statutory or mandated service - however the Public health Grant conditions state local authorities must have regard to the need to improve the take up of, and outcomes from, its drug and alcohol misuse treatment services. Service Provision: Reading Borough Council requires an integrated behaviour change, treatment and recovery focused service to meet the Public Health Grant Conditions, national guidance, local strategic priorities and best practice. The service will be for drug and alcohol users including all classifications of drugs, those with poly-substance misuse and those using new psychoactive substances ('legal highs') as well as those dependent on prescription and over the counter medicines. The integrated service will be provided to substance misusers with a range of complexities such as poly-drug use, mental health problems, pregnancy, involvement with criminal activity and those leaving prison. The service will include a range of interventions including needle exchange, harm reduction, targeted prevention, early interventions, shared care, needle exchange supplies and waste services, psycho social interventions and treatment. Contract term: The intended contract term will be an initial period of 3 years commencing 1st October 2019 and then two (2) possible two (2) year extensions subject to availability of funding and satisfactory contract performance and the absolute discretion of the Council. Contract Value: The estimated annual contract values are: Year 1- 1st October 2019 to 31st March 2020 (6 month period) PS928,675.50 Year 2- 1st April 2020 to 31st March 2021 (12 month period) PS1,990,949 Year 3- 1st April 2021 to 31st March 2022 (12 month period) PS1,990,949 Year 4- 1st April 2022 to 30th September 2023 (6 month period) PS995,474.50 Total 3 year term contract value is estimated at PS5,906,048 For illustrative purposes the estimated total lifetime value of the contract is specified below, however this will be dependent on future funding allocations.
