NHS West Lancashire CCG - Community Dermatology Services NHS Midlands and Lancashire Commissioning Support Unit are conducting this procurement on behalf of West Lancashire Clinical Commissioning Group. The CCG is commissioning a community-based dermatology service to help contribute to the triple aim of improved population health, high quality holistic care for patients and reduced cost. It is expected that the service will triage all referrals for dermatology, be at the leading edge of technology and maximise the use of dermatology and minor surgery skills within primary care. The Supplier/ Provider should be willing to work with the commissioner to drive the transformational change, understanding the need for whole system transformation including: a) Changing cultural beliefs and behaviours across organisational boundaries and throughout the healthcare system. b) Providing modern and innovative IT enabled healthcare services which supports patients at all levels of complexity to remain at the highest level of independence that they can achieve c) Integrating a range of health, social care and third sector services. d) Influencing supply chain organisations to deliver better outcomes for patients Further information is available below and in the attachments associated with this notice. The minimum value of the contract is PS500,000 per annum, which would equate to PS1,500,000 for 3 years and PS2,500,000 for 5 years. The maximum value of teh contract is PS850,000 per annum, which would equate to PS2,550,000 for 3 years or PS4,250,000 for 5 years. Potential suppliers should be aware that clarifications to the PQQ documents should be submitted before 21/9/2018 14:00 and PQQ responses should be submitted before 5/10/2018 17:00. Additional information: The project is being procured utilising the provisions of the Innovation Partnership procedure, details of the phasing of various phases of the Innovation Partnership shall be provided in the procurement documents. The CCG wishes to establish a Contract for the provision of Dermatology Services through a Design and Delivery competition. To achieve this the CSU is managing this procurement process in accordance with the Public Contracts Regulations 2015 (the "Regulations"). Annex 1 outlines the first stage of the process which is the selection of prospective bidders who will be asked to undertake a design process and eventually deliver the dermatology services. This is process is being undertaken pursuant to the OJEU Light Touch Regime utilising the Innovation Partnership Procedure in accordance with Regulation 31. as well as the requirements of the National Health Service (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013. Aim of the design phase The CCG wishes to commission a community-based dermatology service to help contribute to the triple aim of improved population health, high quality holistic care for patients and reduced cost. II. To ensure through their design that changing technology, patient needs, outcomes and preferences are met. This will include demonstrating an understanding of and appropriately acting upon the needs of patients with skin conditions across West Lancashire.
