Notice Description

The London Borough of Newham (LBN) is inviting expressions of interest in the upcoming procurement of their Neighbourhood Care Pilot Evaluation. The pilot will be based on some of the care model principles of Buurtzorg, a Dutch district nursing company. The LBN pilot will consist of three small autonomous teams of up to 12 care workers located in three neighbourhoods and run for 12 months. Care workers have flexibility in how much time they allocate to each resident on a given visit. Continuity of care is an important aspect, and teams are expected to build the independence of clients by linking them into other sources of support and helping them to navigate the wider health and social care system. At full capacity the service will have up to 90 clients across the three teams. The Request for Quote invites bids for the process evaluation and impact evaluation of this pilot using a comparison group approach. The process evaluation of the development and implementation of the pilot will include measures of time spent with residents, cost of care, satisfaction, and subjective wellbeing of staff. The impact evaluation of the intervention's effects will include measures of residents' reliance on care, hospital admissions, falls, and links to their community, as well as measures of residents' objective and subjective wellbeing. The tender period is from 16th August to 22nd September 2017. Bids will be evaluated on a 70% quality, 30% price weighting.
