Summary of the contracting process

The public procurement process, conducted by the West Yorkshire Combined Authority, involves the award of a contract for the delivery of a programme to develop four new railway stations, including those at Leeds Bradford Airport, White Rose, Thorpe Park, and Elland. The procurement falls under the industry category of development consultancy services, and the contract is currently live, having commenced on 7th August 2017 and set to conclude on 30th April 2019. The procurement was carried out via an open procedure, with the tender process concluding on 3rd July 2017.

This tender presents significant opportunities for businesses, particularly those specialising in development consultancy and related service areas. Companies with expertise in operational and technical aspects of railway station development are particularly well-suited to compete, as the project includes tasks such as timetabling work, economic and financial case development, and technical analysis up to the completion of GRIP stage 3. Small and medium-sized enterprises (SMEs) could find this an ideal entry point to contribute to major infrastructure projects and gain valuable experience in public sector contracts.
