Summary of the contracting process

The Department for Education (DfE) is initiating a tender with the title "Provision of Medical Advice Services to the Department for Education for Ill health pension applications (Teachers' Pension Scheme)". This procurement falls under the healthcare industry category and is based in Coventry, England. Currently in the planning stage, the budget is set at £390,000 for the contract period from 1st October 2019 to 30th September 2022. Interested suppliers should express their interest by 1st February 2019, and a supplier engagement meeting is scheduled for 12th February 2019, where further details will be discussed.

This tender presents significant opportunities for businesses specialising in medical consultancy services, particularly those familiar with pension schemes and regulatory compliance in the UK. Companies that can provide timely assessments of eligibility for ill health retirement benefits, along with the ability to handle sensitive data in line with General Data Protection Regulations, would be well-suited to compete. The anticipated volume of work indicates potential for ongoing relationships, as the DfE expects to handle around 1,000 cases annually, including appeals.

Ill health recommendations will be made in a timely manner and in accordance with the Teachers' Pensions Regulations 2010 and 2015 based on the scheme member's application and accompanying evidence from medical practitioners and employers. Based on historical data, there are likely to be around 1,000 cases each year (including appeals). It is envisaged that the supplier engagement meeting(s) will be held on 12th February 2019. The exact time, date and location will be confirmed in advance with suppliers who express an interest. Subject to the level of response from interested suppliers, the department will either hold a supplier engagement event to which all suppliers who have expressed an interest will be invited or it will meet with interested suppliers individually to explain the requirements in more detail and its plans for re-procuring the services. This PIN is not a call for competition and a Contract Notice launching the procurement is expected to be published in OJEU in February 2019.
