Summary of the contracting process

The Business Energy and Industrial Strategy is conducting a procurement for reviewers for the United Nations Framework Convention on Climate Change (UNFCCC). The tender, titled "Procurement reviewers for the United Nations Framework Convention on Climate Change (UNFCCC)", falls under the category of research and development services and related consultancy services. This procurement process is complete, with the contract period running from 11 September 2017 to 26 September 2017. The procurement method used was a direct single tender action, which occurred under circumstances that allowed for competition to be absent due to technical reasons.

This tender presents a unique opportunity for professional consultants and experts in environmental sciences, particularly those specialised in greenhouse gas inventory reviews and compliance with international reporting guidelines. Businesses with expertise in climate change and sustainability assessments, especially those that qualify as voluntary and community sector enterprises (VCSE), would be well-positioned to compete in similar future tenders, given the specific qualifications required for participation in the UNFCCC processes.

Notice Title

Procurement reviewers for the United Nations Framework Convention on Climate Change (UNFCCC)

Notice Description

The primary service is the participation of five experts in reviews of Inventories during the 2017 review process. Each reviewer will review up to five individual country GHG inventories during a one week period in September. For three reviewers this week will be spent in Bonn with the other expert reviewers in their review group (requiring T&S support). The other two will be reviewing countries at their usual place of work. They will be required to pre-prepare questions and then work with the rest of the review team during the review week itself to check their assigned inventories' compliance with the IPCC 2006 Reporting Guidelines for Inventories. On the Saturday of that week they will prepare a list of issues for immediate action, and then spend several subsequent weeks - sometimes several months - finalising the full review report for each country. Additional information: Competition is absent for technical reasons because there is no alternative to a single tender action approach, as only experts who have completed the UNFCCC 'Roster of Experts' training and passed the subsequent exam are eligible to be a UNFCCC Expert Reviewer of Inventories, and only experts invited by the UNFCCC can participate.
