India Programme - Knowledge Exchange on Approaches for Enhancing Cleaner Energy Deployment through Consumer Behaviour and Smart Grids
Notice Description
2.1 Government of India has set ambitious targets of renewable energy and energy efficiency. Both of these are crucial to India's goal to provide people with reliable, affordable, secure, and sustainable access to energy to meet India's energy needs to support economic growth and deliver on her commitments in the Paris climate agreement. 2.2 Demand Side Management is one of the key strategies to achieve ambitious energy efficiency improvements across the economy. It refers to strategies for modifying the demand of energy from end-users using technological solutions, regulatory or financial incentives, and other means of encouraging behavioral change. 2.3 Demand Side Management (DSM) is fast gaining momentum in India as a result of initiatives by agencies like the Bureau of Energy Efficiency and Energy Efficiency Services Limited. A huge potential for scale up exists, but issues like lack of clear incentives for DSM programs, weak financial health of electricity distribution companies, lack of business models for financing of upfront costs etc. present significant barriers. 2.4 Smart Grids are widely understood to be a critical piece of infrastructure to facilitate both energy efficiency and renewable energy deployment. Smart Grid is an electrical grid with Automation, Communication and IT systems that can monitor power flows from points of generation to points of consumption (even down to appliances level) and control the power flow or curtail the load to match generation in real time or near real time. It can help in renewable integration and accessibility to electricity, enable implementation of Demand Side Management programmes and will be critical to deployment of electric mobility. 2.5 Implementation of pilot projects on smart grids in India have brought forth significant challenges to deployment. These include technical challenges linked to integration of several devices with grid network, economic challenges linked to viability of investments in different aspects of smart grids (other than advanced metering), challenges linked to cyber security etc. 2.6 During the India UK Energy for Growth Dialogues in 2017 and 2018, the UK and Indian ministers agreed on a renewed energy partnership to support achievement of shared priorities of enhanced energy security and access and faster transition to green growth. Strategic collaboration on power, renewables, energy access and efficiency and oil and gas has been agreed. 2.7 Demand Side Management and Smart Grids are two sub-themes, among others, that UK and Indian Joint Working Groups have identified as areas for deeper collaboration within the broad themes agreed by the Ministers. This is based on an understanding of the potential to share experiences and expertise, given the high emphasis placed by both countries on these issues and variety of approaches already implemented. Additional information: In order to be considered for this project it and receive pre-qualification and/or tender information it is necessary that you register your company (including any relevant information requested) on the Foreign & Commonwealth Office Procurement Portal, e-Bravo. Failure to do this will mean your company may not receive a Tender; no tenders will be issued via open e-mail. Project 1915, ITT 2601 : Providing Travel Management Services to British High Commission Islamabad and British Deputy High Commission Karachi How to apply in this Project: 1. Register your company on the eSourcing portal (this is only required once) - Browse to the eSourcing Portal: https://fco.bravosolution.co.uk and click the link to register. - Accept the terms and conditions and click "continue" - Enter your correct business and user details - Note the username you chose and click "Save" when complete - you will shortly receive an e-mail with your unique password (please keep this secure). 2. Login to the portal with the username/password - Click on the relevant Invitation to Tender (ITT) to access the content - You can now access any attachments by clicking the "Settings and Buyer Attachments" in the "Actions" box; Responding to the ITT - You can choose to "Reply" or "Reject" (please give a reason if rejecting) - You can now use the 'Messages' function to communicate with the buyer and seek clarification - Note the deadline for completion, - There may be a mixture of online & offline actions for you to perform (there is detailed online help available), You must then publish your reply using the publish button in the "Actions" box on the left-hand side of the page. If you require any further assistance please consult the the online help or contact the eTendering help desk. Potential Providers should answer all questions as accurately and concisely as possible in the same order as the questions are presented. Where a question is not relevant to the Potential Provider's organisation, this should be indicated, with an explanation. Where attachments are requested to be submitted within the electronic PQQ/ITT, these shall be submitted in a PDF format (Adobe or similar). PQQ/ITT or Bids not submitted via the FCO's eProcurement portal will not be considered.
