Notice Description

NHS South Kent Coast is launching an Integrated Accountable Care Organisation (IACO) with the support of our members. We would like to talk to national and international organisations with a track record in developing accountable care. This is part of our exploration of a competitive procurement process for a community services partner to form a joint venture with Primary Care as part of the IACO. Background We are an award-winning CCG, having been part of the Kent Pioneer programme for several years, winner of Prime Ministers Challenge funds and a Primary Care Home - Community of Practice. We have a track record of improving outcomes for our population through sound financial, clinical and quality planning. The future model we are looking to achieve is completely in line with Five Year Forward View and the Kent and Medway Sustainability Transformation Plan (STP). The timescales we will be working to will also align with those of other out of hospital programmes in East Kent. This will ensure that the East Kent health economy is functional and realises the vision of the South Kent Coast IACO within the STP. GPs in South Kent Coast wish to work with a partner to deliver the new service model and explore a joint venture to select an appropriate community partner, who will co-deliver and support their clinical leadership of community services. The CCG is currently the accountable statutory organisation for PS280m of contracts. The IACO direction of travel is to devolve some of the budgetary responsibility and development of out of hospital services to the IACO who will be part of and manage contracts via hosting arrangements with the CCG. We will explore a competitive procurement process as a means to developing future partnership and a service model within IACO; with an initial engagement process to understand if competitive procurement is appropriate in subsequent stages. Requirements We have set out our initial view of requirements in the document attached to this notice: - our vision of the future for integrated primary care - the objectives and scope - our approach - a locality service model Other aspects of requirements will be developed later, including technical service specifications and delivery arrangements, building on the learning and outcomes from this engagement process. Engagement Potential providers are invited to contact us with expressions of their interest and capability by email using the contact details below. CCG Executive and Clinical Leads will hold individual meetings with potential providers during January - March 2017, with follow up meetings to advance conversations where there is mutual interest and opportunity. Additional information: This early engagement does not commit the Commissioner to undertake any subsequent procurement process for the service. Participation or non-participation in this early engagement does not entitle, commit, or disbar any provider from participating in any subsequent procurement process for the service. Any subsequent procurement for the service will be advertised separately as appropriate. Any provider wishing to participate in any subsequent procurement for the service will need to respond to any subsequent notice as appropriate.
