Summary of the contracting process

National Highways Limited commissioned consultancy to monitor and report its Geotechnical Condition Performance Indicator across the Strategic Road Network. The indicator measures the proportion of geotechnical assets, by length, in good condition and supports the road investment objective of maintaining a resilient network. The work covers analysis, validation, assurance and reporting using information held by National Highways, including monthly and annual performance analysis. It also includes technical advice for corporate performance assurance and audit, and advice on improving the consistency and robustness of asset-management processes across the organisation. The consultant is to identify gaps and recommend how to address them, including differences in regional practice and issues associated with legacy working methods or design, build, finance and operate hand-backs. Delivery is across the Strategic Road Network.

The procurement is complete and the contract was awarded to Ove Arup on 30 September 2026. The award value is £230,407.20, against an estimated procurement value of £300,000. The contract runs from 1 October 2026 to 30 September 2030. The requirement was procured selectively as a call-off from a framework agreement. The stated submission deadline was 14 August 2026. This is a services contract for geotechnical asset performance monitoring and reporting. The contract was awarded as one requirement, rather than separately identified lots. The published procurement information records suitability for small and medium-sized enterprises. The award information names Ove Arup as the selected supplier.

This award demonstrates sustained demand from National Highways for specialist consultancy that can turn geotechnical asset data into reliable network-wide performance reporting. A credible future competitor would need to combine quantitative analysis with validation, assurance and clear reporting, and be able to work with client-held asset information. Relevant capability also includes supporting corporate audit and performance assurance, advising on asset-management processes, and reconciling inconsistent practices across regions, including legacy arrangements and DBFO hand-backs. Suppliers would need the capacity to deliver a recurring monthly and annual reporting cycle alongside periodic technical advice, while identifying data or process gaps and recommending practical remedies. The work is suited to consultancies with geotechnical asset-management knowledge and the organisational reach to support National Highways across the Strategic Road Network; the award was made through a framework call-off.

Notice Information

Notice Title

S30144 Geotechnical asset performance monitoring and reporting

Notice Description

This service is required to monitor and report the performance of the National Highways Geotechnical Condition Performance Indicator (PI) using information held by the Client (National Highways). This PI measures the percentage by length of the geotechnical asset in good condition. It contributes to the Road Investment Strategy (RIS) Performance Specification outcome, a well maintained and resilience network. This service will inform how effectively National Highways is managing the geotechnical assets throughout the RIS 3 and offer transparency and assurance, to our stakeholders. The Client is looking for Consultancy service to produce, analyse, monitor, and report the performance of the Geotechnical Condition Performance Indicator (PI) across the SRN. The definition of the PI is contained within section S110. The service will carry out monthly and annual analysis, validation, assurance and reporting of the PI, using information held by National Highways. This will include technical advice to support corporate performance assurance and audit activities, typically twice per year. The service will also provide technical advice on how existing asset management processes associated with the PI are undertaken across the business, to improve alignment and robustness. The service will seek to align parts of the business where differences are known or where they emerge, for example where different regions have different practices associated with, for example, legacy ways of working or DBFO hand back. It will advise where gaps are identified and advise on how those gaps may be filled.
