Supplementary Update - Early Engagement for CQC Experts by Experience Programme (Ref: CQC PSO 123)
Notice Description
This is a Supplementary Update to the Prior Information Notice (PIN) published on 23 October 2017, seeking expressions of interest from organisations in the future procurement exercise for the Care Quality Commission's Experts by Experience Programme ( which can located via the following hyperlink: https://www.contractsfinder.service.gov.uk/Notice/590797f5-d6ef-485c-8c0c-ecbd54c08cba ). Following on from market engagement activity in Autumn 2017, the Care Quality Commission (CQC) are keen to continue communications in order to update on the progress that has been made on the Expert by Experience procurement, share some key information and dates for consideration and feedback (please see below): * One of the key questions raised during market engagement activity was the length of the contract to be offered. Having reflected on this, CQC will be considering a contract for an initial three year duration plus an extension of up to a further two years; * Given the changing landscape of inspection methodology and outcomes, consideration is being given to only including detailed forecasts of volumes for the first 2 years of the contract and a minimum volume for year 3 within the Invitation to Tender (ITT); * The number of contracts to be offered to market was under review during the market engagement in Autumn 2017. CQC would welcome feedback from potential suppliers on a proposal to offer a single contract structured around hubs within geographical regions (please see the Region and Hubs attachment below); * Here is a reminder of the December update, including questions and answers from the market so far: http://www.cqc.org.uk/news/stories/experts-experience-procurement-december-update If you haven't registered on the collaboration web site you can do so by following this link to the ExE Procurement Survey - https://dev.webdataforms.cqc.org.uk/Checkbox/Survey.aspx?s=190b7cd258314c30be35e119fb1b8925&i=d84481a07bae42dbbfb4fb442ab29d6d CQC intend to publish a draft version of the Invitation to Tender towards the end of February 2018 and will be seeking feedback from the wider market. This will be published via this website and on the Contracts Finder web site CQC would also like to take this opportunity to ensure that potential tenderers understand that it is for those organisations (and any partnerships they are seeking to form, if relevant) to obtain their own independent legal advice around participation in the future tender exercise and the obligations and implications inherent within the resulting contract (which may include data handling and TUPE-related implications), including consideration towards: 1. formulating any joint tender submissions and sharing information; and 2. how you would manage TUPE and the handling of data as part of any tender submission. Additional information: If your organisation has yet to express an initial interest, please send an e-mail (quoting reference CQC PSO 123) to commercialcontracts@cqc.org.uk . When responding, please confirm your organisation's name, registered office address and contact details. It is envisaged CQC will be utilising its E-Tendering Portal for the eventual Tender exercise. Therefore, CQC kindly requests that organisations also register themselves on CQC's E-Tendering Portal via the following weblink - https://cqc-commercial.bravosolution.co.uk.
