Summary of the contracting process

The procurement process titled "CR20110 - Evaluation of Green Homes," managed by UK Shared Business Services Limited, falls under the services sector, specifically focused on research and development services. The tender is part of a broader initiative following the Chancellor's announcement in July 2020 of a £3.05 billion Green Economic Stimulus aimed at enhancing energy efficiency and low carbon heating in homes across England. The procurement method utilised is selective via a call-off from a dynamic purchasing system, with a contract period commencing on 21 December 2020 and concluding on 31 March 2023. While the tender period ended on 5 November 2020, its status is marked as complete, and it involves collaborations with suppliers such as Ipsos Mori UK Limited.

This evaluation opportunity presents significant growth potential for businesses engaged in research and consultancy within the energy efficiency sector. Firms specialising in environmental studies, energy policy analysis, or related social research methodologies would be particularly well-suited to compete for similar contracts. The focus on the Green Homes Grant and its substantial funding allocation indicates a favourable climate for innovative solutions aimed at achieving sustainability and supporting low-income households in improving energy performance.

Notice Title

CR20110 - Evaluation of Green Homes

Notice Description

**THIS IS NOT A CALL FOR COMPETITION** This was made under Crown Commercial Services Research Marketplace Dynamic Purchasing System RM6018. In July 2020 the Chancellor announced a PS3.05bn package of Green Economic Stimulus schemes to support economic recovery through the delivery of energy efficiency and low carbon heating measures . The Green Homes Grant (GHG) represents PS2bn of this funding and targets the delivery of energy efficiency measures and low carbon heating installations to homes in England. The Green Homes Grant is a new scheme which is additional to, and separate from, existing policies targeting energy efficiency or low carbon heating in homes such as the Energy Company Obligation (ECO). The Green Homes Grant comprises two schemes: * Green Homes Grant Vouchers Scheme - GHGS(V) * Green Homes Grant Local Authority Delivery scheme - GHG-LAD. This commission is for the evaluation of the GHGS(V) scheme. The GHG-LAD scheme is being evaluated separately. The GHGS(V) scheme represents PS1.5 billion of funding for installations in homes in England. The GHGS(V) is composed of two parts: * The general scheme: funding to provide homeowners, and landlords with a two-thirds subsidy towards energy performance and low carbon heat measures, up to the value of PS5,000 of government contribution. * The low-income scheme: funding specifically targeted at low-income owner occupiers, funding up to 100% of the value of energy performance and low carbon heat measures up to the value of PS10,000. Green Homes Grant vouchers can be used to install a range of primary measures (insulation or low carbon heating). In addition, households can use their voucher for further energy-saving secondary measures, including double or triple glazing/secondary glazing thermostats and heating controls . Details of the scheme were published online on 28 August 2020 via Gov.uk and the Simple Energy Advice websites. The main scheme is expected to launch on 30th September 2020 and is a time limited scheme, due to end in March 2021.
