Notice Description

The London Borough of Newham (LBN) is inviting expressions of interest in the upcoming procurement of maintenance and repair of medical equipment. The equipment is held by the Council's (0-19) years Children's Health service. Equipment within scope of this procurement is expected to include: - A variety of medical scales encompassing stock from a variety of manufacturers - Height measures - Apnoea monitors The tender period is planned to start in January 2018 with the contract scheduled to start in March 2018. Bids will be evaluated on a 70% price, 30% quality weighting. The contract will be for initial period of 2 years with a possibility to extend for 2 years subjected to grant availability and council discretion. The Council intends to undertake market engagement with potential suppliers. Kindly refer to the market engagement questions below. All the suppliers should express their interest via Rachel.mcnickle@newham.gov.uk Please note: information provided will be treated as confidential and is solely for the purposes of identifying market interest, planning the procurement, and future market engagement. Market engagement questions: 1) The Council intends to request providers to structure their pricing for the purposes of the Request for Quote in the following way: a) All inclusive hourly rate for planned / preventative maintenance b) All inclusive hourly rate for reactive maintenance (ie - repair) NB: the cost of replacement parts associated with reactive maintenance would be quoted for and charged separately where required Q: Is this pricing structure in line with the way providers in the market operate? Yes / No If no, please provide an example of how your organisation structures its pricing for preventative and reactive maintenance of medical equipment. 2) The Council intends to cap the all inclusive hourly rate at PS50 per hour. Q: Is this pricing cap realistic given the costs associated with provision of preventative and reactive maintenance services for medical equipment? Yes / No If no, please state a pricing cap that you consider to be realistic 3) The Council intends to cap the margin applied to the cost of replacement parts at 5%. Q: Is this margin cap realistic given the norms of suppliers operating in the market? If no, please state a margin cap that you consider to be realistic 4) The Council intends to set the following key performance indicators (KPIs) for the contract: a) Planned / preventative maintenance to be completed within 5 working days of the Council submitting a request b) Reactive maintenance to be completed within 2 working days of the Council submitting a request NB: this would be subject to replacement parts being available to the supplier organisation Q: Are these KPIs in line with the service performance / turnaround times offered by suppliers operating in the market? Yes / No If no, please state what you consider to be a realistic service performance / turnaround time for each type
