Summary of the contracting process

Milton Keynes City Council procured operation and maintenance of Milton Keynes Waste Recovery Park, a residual waste treatment and recovery service in Milton Keynes. The operational facility combines mechanical treatment, dry anaerobic digestion and advanced thermal treatment, and supports the council’s statutory waste disposal responsibilities. The contractor is expected to work in partnership with the council to optimise the plant’s capacity, efficiency and overall performance, with the facility designed for a service life extending to at least 2042. The plant can process up to 132,000 tonnes of waste a year. This is a specialist waste-management operation rather than a general refuse collection contract, and is relevant to operators of large, integrated residual-waste treatment infrastructure.

The procurement is complete and the contract was awarded to SUEZ Recycling and Recovery UK Ltd. The award was made on 27 April 2026, at a value of £313,710,755. The contract period runs from 1 October 2026 to 30 September 2041. The council used a selective procedure conducted through competitive dialogue. The original selection-stage submission deadline was 24 March 2025. The published procurement information identifies the requirement as a single residual-waste treatment contract; no separate lots are described. The stated purpose was to select an experienced contractor to operate and maintain the facility and improve its capacity, efficiency and performance. The award information does not set out a scored evaluation formula or specific pass marks, so no weighting or ranking criteria can be stated.

For a future competition for this council’s residual-waste plant, credible suppliers would need demonstrable experience delivering residual waste management services for local authorities, together with the operational depth to run and maintain a complex, already-operational facility. The requirement spans mechanical treatment, dry anaerobic digestion and advanced thermal treatment, so experience coordinating integrated processes and improving their combined capacity, efficiency and performance would be relevant. The plant’s annual processing capability indicates a substantial operational undertaking, and the council’s aim to sustain its design life calls for a long-term, collaborative approach to asset performance. The stated suitability excludes SMEs and voluntary, community and social enterprises, pointing to a requirement geared towards established operators with substantial delivery capacity.
