Summary of the contracting process

The London Borough of Camden is conducting a tender for a Home Improvement Service aimed at making homes safe and adapted for residents. This procurement process is currently in the Tender stage, with submissions due by 28 April 2021. The project falls under the Residential Property Services category, and the contract is expected to last for a total of seven years, beginning on 1 November 2021 and potentially extending through to 31 October 2027. The maximum annual contract value is set at £200,000, contributing to a total maximum value of £800,000 over the contract period.

This tender presents substantial growth opportunities for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) specialising in residential services and housing provision. Companies able to provide innovative solutions to enhance residents’ independence and the quality of living conditions would be particularly well-suited to compete. The competitive dialogue approach will allow bidders to engage with the Council to refine their service proposals, fostering a partnership that could result in tailored outcomes beneficial for both parties.

Notice Title

Home Improvement Service Camden Council

Notice Description

The London Borough of Camden ('the Council') is seeking to award a contract for the provision of a Home Improvement Service. The service will support the Our Camden Plan priority of making homes safe, secure and adapted to meet needs of our residents. This will enable residents to develop resilience, control and independence allowing individuals to live longer in their own homes. The contract period will be for a maximum length of seven years. Over this time, it is anticipated that there will be changes to local and national policy, which may require a variation to the specification. This may include changes to Disabled Facilities Grants legislation, the Better Care Fund and hospital discharge processes. Such variations may require an increase or decrease to the Contract Price during the life of the contract. The service comes under Chapter 3, Section 7 (Social and Other Specific Services) of the Public Contracts Regulations 2015. Under Regulation 76, the Council may determine the procedure to be applied in connection with the award of the Contracts. The award procedure to be used is set out in these Instructions to Tenderers and the contract will be awarded on the basis of the most economically advantageous tender. The procurement process is similar to a one stage tender but has a dialogue stage to clarify elements of the service where the delivery of improved outcomes will need a partnership approach from the Council and the provider. The purpose of the dialogue is for the Council to clarify any changes needed to the Specification in relation to the role the Council will play in the delivery of the outcomes being discussed during the dialogue. The dialogue process will also enable the Tenderer to identify modifications to be made to their approach to delivering the areas of the Service discussed during the dialogue stage. Following the dialogue stage tenderers will submit a final tender. Please note the contract value is for a maximum of PS200,000 per year for an initial period of four years (total maximum value PS800,000). The contract may be extended, at the sole discretion of the council, for one period of two years and another period of one (1) year.
