Provision of an Adolescent Intervention Service
Notice Description
Cornwall Council are looking to commission an intensive support service, with a small dedicated team; so that we can both understand issues for adolescents and provide both insight and a safety plan. The dedicated team will support Cornwall Council where we have high level concerns about young people missing, exploitation or emotional health and well-being. This dedicated team will provide the intensive support that some adolescents need to assess their situation with them and provide the support they need. The dedicated team will support those in FAS teams but also on occasions child protection and children in care where we have high level concerns about exploitation or emotional health and well-being. Cornwall Council wants to work with you to understand how we can provide an intensive support service, to understand issues for adolescents. We would like to invite you to attend our engagement event that is likely to be held virtually. We would like to continue to build on our partnership and encourage you to attend. Date: Monday 10th May 2021 Time: 10am-12pm Location: Microsoft Teams REPLY BY: noon Tuesday 4th May 2021 If you would be interested in delivering this service and would like to attend the provider event, please complete and return the details in the information required section below. This event is not part of any procurement process. It is purely for information purposes. Questions and matters raised at these meetings may be used by the Council in developing this service. Attending this event will not prejudice suppliers participating in any future procurement. Additional information: Background: The proposal is for two workers in each area (6 in total) who will need to undertake highly targeted work to get the best outcomes from the resource available. This will include a countywide supervisor who will ensure the fidelity of the service and that the workers are clear in the work they are undertaking. This team will need to work with statutory partners, Education, Health and Social Care, Police and voluntary sector partners. The Service lead will be responsible for the liaison and development work with partner organisations. It is intended that the responses supplied will enable the Council to develop a business proposal. Any such proposal would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment. The contract is likely to commence 1st November 2021. The new contract is likely to be on a 1-year pilot, with the option to extend to a maximum contract length of up to 5 years. The annual value will be in the region of PS300,000; with a total contract value of up to PS1,500,000. External evaluators will be appointed to evaluate the initial year and to inform the development of the service. The provider will need to work closely with the evaluators.
